Org. Setting and Reporting

This position is located in the Field Support Unit, Information Services Section, Information Management Branch, of the Office for the Coordination of Humanitarian Affairs (OCHA) in Istanbul - Turkey. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The incumbent reports to the Head Field Support Unit .

Responsibilities

Within delegated authority, the Associate Information Systems Officer will be responsible for the following duties:

•Participates in preparing user requirements and other technical specifications.
•Assists in the design, development and installation of information and telecommunications systems. Maintains information systems and telecommunications equipment which may include private branch exchanges, routers, firewall and related ICT security systems, multi-layer and multi-service switches, gateways, radio, satellite and other communications systems.
•Assist in providing emergency ICT capabilities supporting of OCHA’s field offices, which includes assisting OCHA ICT emergency focal point during inter-agency ICT emergency field operations.
•Maintains assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc.
•Participates in developing and maintaining Information Systems project plans, schedules, and budgets. Assists in identifying appropriate human and technical resources to complete the project, assists in assuring that deviations from project schedule are addressed and communicated, assists in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables.
•Writes and develops programs to interface with existing systems.
•Prepares, updates and maintains system’s documentation and related technical/procedural manuals.
•Assists in procurements of ICT equipment and services, including conducting needs assessments, preparing technical specifications and evaluation criteria.
•Assists in the set-up and monitoring of WAN-LAN performance measures.
•Drafts training materials and conducts training sessions and demonstrations of systems for users.
•Participates with senior staff in assessing and testing new technology.
•Performs ad hoc duties as required.
•May provide guidance to new/junior staff.

Education

An advanced university degree (Master's degree or equivalent) in computer science, information systems or related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Certification in Cisco Certified network Associate (CCNA) or higher (CCNP) is desirable.

Work Experience

A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information, networks (WAN-LAN) and telecommunication systems or related area is required.
Relevant experience in managing information and communication technology systems in disaster response and/or complex emergencies in countries affected by disasters or conflict is desirable.
Relevant experience in the UN common system or comparable international organization is desirable.
No experience is required for candidates who have passed the YPP, NCRE or G to P examinations.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is required. Knowledge of another UN official language is desirable..

Assessment

The evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

This post is funded for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
