•Review of the Second Round application documents based on experiences from other grant-making mechanisms, and also from lessons learned from the Specific International Programme, to streamline and strengthen forms and formats for launch for the Third Round of application.
•Expert input to the appraisal process of the Third Round based on experiences from other grant-making mechanisms.
•Review and analysis of the implementation of ongoing approved projects of the SIP, and proposal on means of early-warning in case an intervention of support is required from the Secretariat.
•Based on UNEP requirements and experiences from other grant-making mechanisms prepare an internal paper based on research, that puts forward an approach on project evaluations of completed projects, to inform the current and future operations of the SIP.
•Based on experiences from other grant-making mechanisms a list of most impactful knowledge and communication products on the SIP, including e-learning materials, fact and figure sheets, presentations, content for social media, and draft first versions for the SIP.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat functions of the Convention are performed by the UNEP. This post is located in the Secretariat of the Minamata Convention in Geneva.
In close collaboration with and under the supervision of the Programme Management Officer for Capacity-building and Technical Assistance, the consultant will perform the following tasks:
a.Review the Second Round application documents based on experiences from other grant-making mechanisms, and also from lessons learned from the Specific International Programme, to streamline and strengthen forms and formats for launch for the Third Round of application. Noting the instructions from the SIP Governing Board, the SIP TOR and the guidance on project and programme management and evaluation instructions of UNEP and the UN.
b.Provide expert input to the appraisal process of the Third Round based on experiences from other grant-making mechanisms. This involves also collation, analysis and drafting contributions to Secretariat documents.
c.Review and analyse the implementation of ongoing approved projects of the SIP and prepare a proposal on means of early-warning in case an intervention of support is required from the Secretariat.
d.Based on UNEP requirements and experiences from other grant-making mechanisms develop an internal paper based on research, that puts forward an approach on project evaluations of completed projects, to inform the current and future operations of the SIP. Research includes reviewing the outcomes and experiences of the Special Programme with regard to its evaluation process of closed projects and if possible, also experiences of its mid-term overall programme, for lessons learned that may be applicable to the Specific International Programme.
e.Based on experiences from other grant-making mechanisms prepare a list of most impactful knowledge and communication products options for the SIP, including e-learning materials, fact and figure sheets, presentations, content for social media, and draft first versions for the SIP.
Academic Qualifications: Masters degree in management, project management, public administration, sustainable development, international development or related fields.
Experience: At least five years of experience in environmental project/programme coordination, project management, and/or grants management, including experience related to the Minamata Convention on Mercury and/or environmental policies for mercury polluting sectors. Experience with forms, spreadsheets, data visualization is a plus. Experience in a grant-making mechanism is a definite advantage.
Language: Fluency in English, including strong drafting and writing skills, is essential.
The consultant will work under the general supervision of the Senior Policy and Coordination Officer and report directly to the Programme Management Officer for Capacity Building and Technical Assistance.
