Org. Setting and Reporting

This position is located in the Subregional Office of ECLAC in Mexico. The Director reports to the Under-Secretary-General (USG) of the Economic Commission for Latin America and the Caribbean.

The Economic Commission for Latin America and the Caribbean was established by Economic and Social Council resolution 106(VI) of 25 February 1948 and began to function that same year. ECLAC, which is headquartered in Santiago, Chile, is one of the five regional commissions of the United Nations. It was founded with the purpose of contributing to the economic development of Latin America, coordinating actions directed towards this end, and reinforcing economic ties among countries and with other nations of the world. The promotion of the region's social development was later included among its primary objectives. ECLAC maintains subregional headquarters in Mexico City and in Port-of-Spain, country offices in Buenos Aires, Brasilia, Montevideo and Bogotá, as well as a liaison office in Washington, D.C.

Established in 1951, the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico serves 10 countries: Costa Rica, Cuba, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua and Panama. It is a centre of excellence in technical assistance and research, advising governments in the region at the highest level on the design, formulation, follow-up and evaluation of public policies, and training public officials (Visit http://www.cepal.org/en/headquarters-and-offices/eclac-mexico)

Responsibilities

Within delegated authority, the Director will be responsible for the following.

• Directs and manages a major programme of the Organization in close coordination with Headquarters, the Subregional Office of México which covers Central America, Cuba, Dominican Republic and Haiti
• Contributes to the formulation of the Subregional Office overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, reporting to the USG; contribute to the overall management of the Subregional office activities and operations.
• Provides leadership to the development of innovative and/or change management programmes for this subregion.
• Formulates and implement the substantive work programme of ECLAC’s Sub regional Office in Mexico under his/her supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Oversees the management of activities undertaken ECLAC’s Sub regional Office in Mexico, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Sub regional Office in Mexico and Department, and with other organizations of the United Nations System, donors and agencies as appropriate.
• Provide inputs to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as requested by ECLAC’s HQs, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the ECLAC’s Sub regional Office in Mexico maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the office under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (e-Perf), interviews of candidates for job openings and evaluation of candidates.
• Oversees the recruitment of staff for Office taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under hi/her supervision; foster teamwork and communication among staff in the office and across organizational boundaries.
• Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conference; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
• Perform other related duties as requested by the senior management of the Organization.

Education

Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Phd in related field is desirable.

Work Experience

Fifteen years of progressively responsible experience in development issues in Latin America and the Caribbean region or related field is required.
Five years of experience working with a multilateral government organization is required.
Experience leading the work of an organization or institution doing substantive work in the area of development in Latin America and the Caribbean region is required.
Experience leading the work of an organization or institution providing technical support to governments in the Latin American and the Caribbean region is desirable.
Experience supporting the development of economic integration mechanisms in Central America is desirable.
Experience in fund-raising and forging relationship with donors and partners is desirable.
Record of publications in relevant field at the international level is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English is required.

NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
