Org. Setting and Reporting

The position is located in the Small Island Developing States and Status Issues Section of the Trade and Poverty Branch, Division for Africa, Least Developed Countries and Special programmes of the United Nations Conference on Trade and Development (UNCTAD). The Economics Affairs Officer reports to the Chief of Section and of the Head of Branch.

Responsibilities

Within delegated authority, the Economic Affairs Officer will be responsible of the following duties.

Economic or sector analysis:
•Monitors economic developments in Small Island Developing States (SIDS) and Structurally Weak, Vulnerable and Small Economies (SWVSE) and identifies recurrent and emerging trade and development-centered issues of concern to the United Nations.
•Designs and conducts studies on trade and development issues of concern to SIDS and (Least Developing Countries) LDCs and drafts resulting reports, including resilience-building strategies resulting from external shocks.
•Interprets and applies results of econometric modelling to analysis of economic prospects and policies.
•Develops draft policy recommendations pertaining to area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support
•Provides substantive support on economic issues to intergovernmental bodies (such as the General Assembly, UNCTAD, the Economic and Social Council, the Trade and Development Board, the regional commissions and the subsidiary bodies of each), in particular related to the delivery of the SIDS Accelerated Modalities of Action [S.A.M.O.A.] Pathway and the Istanbul Plan of Action for LDCs.
•Represents the organizational unit at international, regional and national meetings.

Technical cooperation:
•Designs and monitors technical cooperation projects in support of the socio-economic development of SIDS and LDCs.
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues, affecting SIDS and LDCs.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.
•Undertakes on-the-job and other training activities, both internally and externally.

Competencies

• PROFESSIONALISM: In-depth knowledge of the development challenges facing SIDS and LDCs. Knowledge of the SAMOA Pathway and the Istanbul Programme of Action for LDCs. Solid knowledge of modern development economic theories. Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. Education

Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required
Out of the seven years, at least two (2) years of experience working on SIDS is desirable.
Out of the seven years, at least two (2) years of inter-governmental experience in the delivery of the SAMOA Pathway or the Istanbul Programme of action is desirable.
Experience in support of the inter-governmental process in an international setting is desirable.
Experience in the provision of technical assistance to developing countries is desirable.
Record of relevant publications on development issues in LDCs and SIDS is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is also desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency based interview.
