Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP/Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located in the United Nations Programme on Reducing Emissions from Deforestation and Forest Degradation (UN-REDD) Secretariat in Bangkok. The Programme Officer will report to the Regional UN-REDD Coordinator for Asia Pacific and the Global UN-REDD Knowledge Management and Communications Coordinator.

Responsibilities

1.Participates in the development, implementation and evaluation of assigned UN-REDD Programme knowledge management and communication activities in the Asia Pacific region; monitors and analyzes programme development and implementation; prepares relevant documents and progress reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

2. Coordinates closely with UN-REDD Programme partner agencies - United Nations Development Programme (UNDP) and Food and Agricultural Organization of the United Nations (FAO) - and with partner countries and other relevant actors.

3. Identify, capture, package and facilitate the sharing and uptake of knowledge, lessons learned and good practices as well as undertake experience capitalization processes.

4. Produce or oversee production of communications and knowledge management outputs including knowledge exchanges, events, articles, fact sheets, brochures, backgrounders, audio-visual materials and social media:

• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies and inputs to publications.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions in Asia Pacific, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).
• Performs other duties as required.

• ACCOUNTABILITY: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in communications, knowledge management, social studies or a related field. A first-level university degree in combination with two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible work experience in project implementation required.
Experience with the UN system is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “ Knowledge of” equals a rating of “ confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
