Org. Setting and Reporting

ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission will be guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique; position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Information and Communications Technology Services Section (ICTSS) of the Division of Publications, Conference & Knowledge Management (PCKMD). The incumbent reports to the Chief of ICTSS.

Responsibilities

Within limits of delegated authority, the Chief of Unit, will be responsible for the following duties:

•Serves as head of the IT Strategic Advisory Unit; advises ECA Divisions and Offices on state-of-the-art and future-looking information, communication and data technologies of potential value; coordinates the development of new or improved business systems.
•Organizes, plans and oversees ICTSS's strategic advise activities, in line with the relevant recommendations in the ICT Strategy
•Act as the Business Transformation Team Lead for all corporate system initiatives
•Coordinates between ECA and OICT to ensure smooth transition and adoption of ICT initiatives.
•Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
•Provides expert advise on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
•Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
•Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
•Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
•Develops, implements and monitors information standards and guidelines, including testing paradigms.
•Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.
•Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
•Participates in planning and preparation of the budget, work program and spending plan.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. ITIL, Prince2 (Practitioner), COBIT and/or TOGAF certifications are desirable.

Work Experience

A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.
Experience in formulating and implementing innovative or emerging technologies in the field of Information and Communication Technology is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required; knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

United Nations Considerations
