Org. Setting and Reporting

This position is located in the Kuwait Joint Support Office (KJSO), a service center which is responsible for the service delivery to client missions in accordance with existing service level agreements. The Chief of Section, Finance reports to the Chief of KJSO.

Responsibilities

Within delegated authority, and relying on service providers as applicable, the Chief of Section, Finance will be responsible for the following duties:

1.Management of the KJSO Finance Section:
Administer, guide and supervise staff of the Finance Section and provide appropriate guidance to all staff on financial issues to meet objectives, including their on-going learning and development.
a.Prepare Section Work Plans, set targets and manage the performance of the Section.
b.Review, design and implement appropriate internal management and monitoring tools, systems and functionalities together with appropriate Standard Operating Procedures (SOP).
c.Monitor timely processing of transactions related to payments to vendors, staff payroll and benefits, end of month and year-end closure of accounts, clearing of open-item-managed accounts, bank reconciliations and reports for client missions.
d.Review and approve reports, communications and submission of financial materials to the Controller and other UNHQs entities.

2.Advise Senior Management and approve financial transactions:
Serve as a primary focal person and advisor to the CMS and CAS/AOs of client missions and the Chief of KJSO as well as other senior leadership of the missions on finance operations and matters that have a financial impact.
a.Provide authoritative advise to the management of client missions and KJSO on all financial matters.
b.Provide the leadership of client Missions and KJSO with the necessary regular and management reports with analysis, options and recommendations for action.
c.Collaborate with the missions to ensure the implementation of IPSAS and Umoja finance modules.
d.Act as a primary Approving Officer for financial transactions and ensure that financial transactions are reviewed, processed and recorded in accordance with the UN Financial Regulations and Rules and IPSAS requirements.

3.Monitoring financial transactions:
Provide advice, interpret financial regulations, rules and guidelines, take adaptive and corrective action in response to audit and other queries to ensure adherence to the United Nations Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins, and Circulars.
a.Ensure proper financial stewardship and administration of the missions and that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
b.Represent the Missions in cross-UN projects and initiatives to improve financial management in field operations, including development of capacity building programs, and the implementation of International Public Sector Accounting Standards (IPSAS) and an Enterprise Resource Planning (ERP) system.
c.Direct the installation and implementation of financial systems and other information technology systems in the mission. Evaluate the efficiency, performance and enhancement of the systems.

4.Oversight and strategic guidance:
Plan, guide and coordinate the work of the various Units comprising the KJSO Finance Section and monitor the results expected of the Section.
a.Responsible for exercising delegated authority from the Assistant Secretary-General, Controller, with respect to approving the missions’ financial transactions and maintenance of financial statements for client missions.
b.Responsible for preparation of Finance-related mission guidelines, work plan and strategies, definition of Key Performance Indicators (KPIs) and Service Catalogue for client missions.
c.Review and monitor the integrity of financial statements of the Client Missions and consult with Missions as appropriate.

5.Other/General
a.Monitor and guide the Finance Section’s contribution towards various committees.
b.Guide staff development activities within the Section including identification of training needs in the Section and enhancing staff skills.
c.Undertake in-house training on finance related issues.

Professionalism: Demonstrated expertise in applying contemporary principles and practices to financial management and resource planning, accounting and financial reporting, and financial operations, in a complex organisational setting; ability to develop and implement new policies, procedures and other improvement initiatives to promote cost-effective resource management and strengthen financial stewardship and control; extensive experience in preparing and/or interpreting financial information in an IPSAS-compliant or similar accounting environment; proven capacity to provide valued input to a strategic organisational planning and/or oversight framework; demonstrated success in addressing challenging scenarios and problems from a strategic perspective and with effective solutions; significant experience in defining operational and organizational objectives in a results-based resourcing framework; capacity to provide strategic support to senior leadership; demonstrated commitment to incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Superior capacity to speak and write with influence in communicating with senior leadership and peers throughout the mission and at UNHQ; demonstrated experience in conveying technical financial issues to-non-practitioners, adapting language, tone, style and format to the audience; listens to others, correctly interpreting messages and responding appropriately; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education

Advanced university degree (Master's degree or equivalent) in business administration, accounting, finance, or related field is reqiured. A first-level university degree or a relevant professional qualification, in combination with relevant academic qualifications and experience in financial management, accounting or other related field, may be accepted in lieu of the advanced university degree. Professional recognition as a CPA, chartered accountant or by a similar professional body is highly desirable.

Work Experience

A minimum of seven years of progressively responsible experience in cost management and
budget formulation, cost control and monitoring, accounting and financial reporting, or analysis and interpretation of financial results is required.
Experience in managing change initiatives and the formulation of new strategies/approaches to financial management or accounting issues is highly desirable.
Experience in supporting international operations involving military/security, logistics, infrastructure development, or a similar undertaking is highly desirable.
Experience in a service center environment is desirable.

Languages

Fluency in spoken and written English is required. Knowledge of a second UN language is desirable.
