Result of Service

Measurable contributions into preparation of a technical study for Armenia to introduce DRS system comprising:

i) Situation Analysis Report to identify suitable DRS model options for Armenia; and
ii) Cost Benefit Analysis Report to estimate costs and benefits for the decision makers from the government on their work towards establishment of Extended Producer Responsibility scheme for packaging waste stream and a fully functional DRS in Armenia.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The EU-funded “European Union for Environment” (EU4Environment) aims to help the six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

The United Nations Environment Programme (UNEP) is one of the five partner agencies implementing a newly launched EU-funded EU4Environment Programme (2019–2022). Under EU4Environment’s component 1.2 on “Sectoral investment planning and comparative analysis of costs and benefits”, UNEP will support countries with assessing the investment needs for specific green growth areas/sectors which will help countries identify national investment gaps that might lead to specific investment programmes and to provide recommendations for a financing strategy.

Armenia has recently completed an initial gap analysis study for the establishment of the Deposit Refund System (DRS) to understand what legislative amendments need to be put in place for the DRS to operate. A DRS can help reduce the amount of littering, boost recycling levels for relevant material, offer the possibility to collect high quality materials in greater quantities and makes it easier for consumers to recycle through clear labelling and consumer messaging. An effective, functional and convenient DRS may entail high investment outlays. DRS needs to be thoroughly designed under framework of overall country’s waste management strategy, recycling and Extended Producers Responsibility (EPR) schemes; its introduction may take time and requires an extensive information campaign.

In order to facilitate introduction of the DRS in Armenia, the next step for the country is to undertake an economic analysis of the DRS models (based on international experiences and best practices) to identify DRS options that are best suited for the country. To this end, the support of a National Consultant to work together with an International Consultant is required to undertake an economic analysis for introducing the DRS in the Republic of Armenia.

The consultant will work home-based under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The consultant will also work in close coordination with EU4Environment national focal points in Armenia and an International Consultant on DRS.

Qualifications/special skills

Academic Qualifications: University degree in economics, business administration, environmental science, environment management, waste management, engineering or a related field.
Experience: • Expert with at least 5 years of relevant experience, in the area of sustainable investments, waste management, environmental management, sustainable development and circular economy.
• Knowledge of the principles of circular economy, waste management, Deposit Refund System (DRS) and Extended Producers Responsibility (EPR) is required.
• Proven experience in dealing with diversified entities encompassing government agencies, development partners, donor organizations.
Language: Fluency in English and Armenian required. Knowledge of Russian desirable.
