Expected duration

The Consultant will be expected to deliver agreed-upon outputs and services within a period of 6 months starting February 2021 during which the consultant will work for 60 days.

Duties and Responsibilities

The 26 Senior Officials Meeting of UN Environment Management Group (EMG) agreed on the establishment and management of a new Issue Management Group on Human Rights and the Environment with the purpose to integrate the human right to a healthy environment in the work of the UN ensuring a coherent, rights-based approach to environmental action throughout the UN system. The EMG Secretariat was requested to facilitate the establishment of the IMG and to support its work.

The EMG Secretariat is seeking a consultant to support the work of the Issue Management Group on Human Rights and the Environment by preparing and facilitating its meetings, preparing respective technical papers, documents and reports and acting as the contact person for the group.

Expected Outputs:
1. Prepare Guidance documents
2. Prepare Advocacy material
3. Develop Information and knowledge platform on HR-ENV
4. Prepare Progress reports
5. Other draft documents in line with the IMG’s ToR

Tasks will include but not be limited to:

1. Organization of meetings and interagency discussion (invitations, agenda, reporting)
2. Facilitation of such meetings (chairing, background papers, collection and classification of comments, one to one phone calls to discuss strategy details with agencies)
3. Background research and case study collection for the knowledge platform
4. Drafting of guidance documents and other deliverables in line with the IMG’s ToR

Qualifications/special skills

Academic Qualifications: An advanced university degree in the area of law, environmental science, sustainable development, political science, international relations, social sciences or business administration. In case of more experienced candidates in the relevant area, the academic requirements could be reduced.

Experience: Minimum 5 years of relevant work experience in human rights, environmental affairs, political affairs, international relations, law or related area is required. Experience of working with the United Nations in the area of human rights and environmental law/policy experience is desirable.

Language: For the advertised post, fluency in oral and written English is an absolute requirement. Knowledge other UN languages would be an additional advantage.

Skills: Demonstrate good knowledge and understanding of human rights and environment related issues and processes including on the right based approach to the environment, and knowledge of the UN system.

Ability to conduct independent research and analysis, drafting reports, excellent communications skills, and proven ability to driving multi-stakeholder initiatives.

The candidate should have the ability to deliver outputs and work under pressure to meet the deadlines mentioned in this Terms of Reference.
