Org. Setting and Reporting

This position is located, in the Logistics Division, Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary - General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, the Enabling and Outreach Service, Umoja Coordination Service and Aviation and Safety Section.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Under the overall supervision of the Chief of Sourcing Support Service, the incumbent reports to the Chief of Life Support and Transport Section or delegated official.

Responsibilities

Within delegated authority, the Logistics Officer (Transport) will be responsible for the following duties:

• Supports the logistics for new and ongoing peacekeeping and other field missions through supply chain management, materials management, transportation, maintenance, contracts and services management.
• Develops and implements policies and procedures to support field missions vehicle fleet totalling approximately 16,000 United Nations-owned vehicles and approximately 25,000 Contingent-Owned vehicles.
• Manages surface transport operations including management of logistics assets, materiel, contracts and personnel. Ensures timely, accountable and cost-effective delivery of peacekeeping cargoes and personnel.
• Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards.
• Prepares technical specifications for procurement of vehicular equipment and accessories and participates in the technical evaluation of proposals.
• Coordinates and provides expert advice on all global fleet management and vehicle tracking technology to field missions.
• Ensures that logistics requirements take account of gender-specific needs.
• Coordinates logistics activities with procurement, finance, human resources, policy and other substantive units. Follows up on legal and financial aspects of the mission.
• Develops and implements DOS supply chain management support policy, procedures and methodologies to the common benefit of all functional units.
• Prepares reports on surface transport movements and other operational logistics issues.
• Participates in technical survey missions and verification missions to troop contributing countries.
• Identifies plans and manages special logistics operations.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Prepares contingency plans and logistics preparedness reviews.
• Coordinates logistics operations with other UN agencies, military and other organisations in the field.
• Guides and supervises new/junior staff.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, logistics, supply chain management, engineering, law or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in supply chain management or procurement is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in surface transport, logistics, supply chain, engineering or related area is required.
• Experience in vehicle fleet management or surface transport operations in support of field operations of the United Nations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes) or of other similar international organizations is required.
• Experience in market research and development of sourcing solutions related to vehicular equipment or vehicle fleet management, including identification of requirements and conducting technical evaluations is desirable.
• Experience in the use of fleet management and vehicle tracking systems is desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English is required; Knowledge of another UN official language is desirable

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
