Org. Setting and Reporting

This position is located in the Competition and Consumer Policies Branch of the Division on International Trade and Commodities of the United Nations Conference on Trade and Development (UNCTAD).

The incumbent reports to the Head of the Competition and Consumer Policies Branch and works in close collaboration with the UNCTAD Block-Chain Online Dispute Resolution (BODR) Project Officer.

The UNCTAD technical cooperation project on “Delivering block-chain based online dispute resolution for consumers as means to improve international trade and electronic commerce” (BODR), funded by the China Silk Road Group, aims to benefit at least two South-East countries. The project aims to identify best practices and policy options to promote consumer online dispute resolution and to define the legal, technical and infrastructure requirements for the development of online dispute resolution systems, including through the use of block-chain technology.

Responsibilities

Within delegated authority, the Project Manager will be responsible for the following duties:

•Participates in the development, implementation and evaluation of the UNCTAD BODR Project, etc.; monitors and analyzes /project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating project activities including research, reports, workshops, trainings and advisory services through other interactive sessions and assisting in developing the action plan the Project Officer will use to manage the project.
•Researches, analyzes and presents information on online dispute resolution for consumers, e-commerce and development strategies gathered from diverse sources.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Supports the Project Officer in liaising with the China Silk Road Group, as UNCTAD BODR Project donor, and with governmental consumer protection authorities of beneficiary countries.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. PRINCE 2 certification is desirable.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
A minimum of three years of experience in providing technical assistance and capacity building on consumer protection and/or electronic commerce to developing countries is desirable.
Experience in the implementation of United Nations technical cooperation projects is desirable.
Experience in national government enforcement/dispute resolution agencies is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is post is initially available for three months with a possibility of an extension. This is a project funded position, therefore, extension of the appointment is subject to the availability of the funds.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. If the selected candidate is an external candidate, subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days. An external candidate selected for this position is bound by the prevailing condition of the staff
selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1.

A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions. The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15. A staff member holding a temporary appointment shall be regarded as
an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of
ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the
Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
