The ultimate result of the work is development of a communications strategy for the Plastic Waste Partnership under the Basel Convention.

Duties and Responsibilities

Under the overall supervision of the relevant Programme Officer, the consultant will be responsible for the following:

i. Completion of desk study report on communications strategies for similar partnerships and initiatives (no more than 10 pages) – anticipated by 31 January 2021;
ii. Development of a report of the consultations with Project Groups (no more than 5 pages) – anticipated by 31 January 2021;
iii. Development of the first draft of the communications strategy and plan for its implementation (no more than 20 pages) – anticipated by 31 January 2021;
iv. Development of a report recommending types of communications products and activities to be developed, tailored to each target audience – anticipated by 15 March 2021;
v. Development of a monitoring & evaluation plan including indicators – anticipated by 15 March 2021;
vi. Development of the second draft of the communications strategy and plan for its implementation, taking into account the comments received from Project Group 4 – anticipated by 15 March 2021;
vii. Development of the final draft of the strategy, etc. following consultation with the Plastic Waste Partnership working group at its second meeting in March/April 2021 – anticipated by 15 May 2021.
The consultant shall undertake these activities in accordance with the timeframe indicated below and as may be further indicated by the Secretariat.

Qualifications/special skills

Academic Qualifications: The consultant must have a Masters’ degree in a discipline related to communications, public advocacy or environmental management. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. In addition, a master’s degree in another field in combination with two additional years of qualifying experience may be accepted in lieu of the specific fields of study listed above.
Experience: The consultant must have 7 years’ experience in strategic communications, public advocacy, preferably working with governments and/or international organizations in the field of environment and/or development. Experience in developing communications strategies and working with stakeholders at the national, regional and global levels is desirable. Knowledge of issues related to waste management and/or plastics is an asset.
Language: The consultant must have excellent communication skills in English.
