Cadre organisationnel

This position is located in the Umoja Coordination Service (UCS), within the Office for Supply Chain Management (OSCM), Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.The Office of Supply Chain Management includes the Office of the Assistant Secretary- General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, and the Enabling and Outreach Service. The UCS is responsible for delivering the Umoja Extension 2 Supply Chain Management module (UE2-SCM) projects which involve the design, deployment coordination, stabilization and operational support of Umoja functionalities for advanced supply chain planning, uniformed capability management, transportation management, material master transformation and business intelligence reporting of end-to-end supply chains for the United Nations secretariat globally.

The Information Systems Officer, ERP Business Analyst, reports to the Chief of Umoja Coordination Service and/or designated team leads.

Responsabilités

Within limits of delegated authority and depending on location, the Information Systems Officer, ERP Business Analyst may be responsible for the following duties:

•Facilitates Umoja Extension 2 Supply Chain Management (UE2 SCM) project involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems , including data conversion; coordinates deployment activities involving
assisting site teams for business readiness, change management, training, production cut-over and production support during ramp-up.
•Develops and designs detailed system and other functional specifications and user documentation for UE2 functionalities, and is actively involved in the execution of the most complex aspects of the project in relation to ERP functionalities.
•Provides specialized advice to UE2 SCM, analyzing users’ requirements and translating these into functional designs; determines application systems integration and development .
•Troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
•Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
•Develops training materials, operating and user manuals; trains staff in UE2 functionalities.
•Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
•Facilitates communications between Umoja, UCS and its clients for good client relations. Identify needs and expectations of clients and stakeholders, communicate those to theUE2 SCMproject leadership and the integration consultants throughout the project phases.
•Provides guidance to mission staff, new/junior staff, consultants, etc.
•Performs other duties as required.

Compétences

•Professionalism: Knowledge of information technology/information management, particularly in systems analysis, and design. Demonstrates professional competence and mastery of subject matter in (at least one) of: Supply Chain Management, Project Management, ERP System Development, Logistics Management, Services Delivery, Plant Maintenance, or Asset Management. Ability to identify and analyze strategic issues, Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s ERP system as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting
commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

•Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics, business administration, engineering, logistics, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

• A minimum of five years of progressively responsible experience in planning, design, development and implementation of supply chain management/logistics information systems or related area is required.
• Experience in ERP (supply chain management modules) project implementation within an international organization is desirable.
• Experience in supply chain management, including demand planning, supply network planning, transportation planning, or material resource planning is desirable.
• Experience in business process analysis of logistics, inventory, warehouse, or supply chain systems in/for field operations of the United Nations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes) or of other similar international organizations is required.
• Experience with master data management in supply chain management is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Notice spéciale

This position is temporarily available as soon as possible until 30 June 2021, with a possibility of extension. This position is vacant due to the temporary assignment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within
those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be
identified.
