Org. Setting and Reporting

The department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. The post of the Inter-Agency Security Coordination Officer (SCO) is located in the Security and Safety Service (SSS), Division of Administration of the United Nations Office at Geneva (UNOG). The incumbent reports to the Chief Security Advisor for Switzerland.

Responsibilities

Within the limits of delegated authority, the Inter-Agency SCO will be responsible for the following duties:

Establishes an efficient platform of collaboration with the Security Focal Points (SFP) of the Agencies, Funds and Programs (AFP) present in Switzerland, and advises on strategies to ensure an optimal level of coordination by taking into account the complexities inherent in meeting the needs and expectations of numerous administratively autonomous UN entities with specific programmatic structures.

Provides assistance to the appointed security professionals of Switzerland based Agencies, Funds and Programs, in carrying out a thorough review of their premises to ensure compliance with Security Risk Management (SRM) recommended measures. In premises where no security professional is assigned, the SCO will carry out such a review. In either case, an individualized course of action for each entity should be produced within a reasonable timeframe to meet SRM recommendations. On this basis the SRM process will be continuously updated on the status of measures implementation;

Supports the Chief Security Adviser (CSA) in reviewing and monitoring activities related to preparation of the country security plan and contingency plans for Switzerland based UN agencies, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation;

Coordinates the SFPs network system through the preparation of a consolidated database of the UN personnel in Switzerland and their dependents. The incumbent will assist the Agencies in identifying staff members for nomination by the Executive Heads to perform the role of SFPs and alternate SFPs;

Designs, develops and implements communication mechanisms between Switzerland based UN agencies. Consolidates inputs to form a common approach to security management such that it adheres to the requirements of UN Division of Safety and Security (UNDSS) policies, procedures and practices;

Develops and/or conducts security training on the security management responsibilities and processes of the Security Focal Points/ Alternate Security Focal Points, and on the personal security awareness of UN staff;

Liaises with SSS Geneva Threat and Risk Analysis Unit (TRAU) and AFP Security Analysts in the identification and evaluation of threats and risks;

Ensures the implementation and functionality of emergency communications throughout all UN entities in Switzerland by conducting periodic drills;

Upon receipt of request from Switzerland based AFPs for assistance with large conferences or the provision of specialized technical assistance, coordinates the provision of such services by SSS through liaison with Division of Headquarters SSS (DH-SSS);

Presents regular updates on various subjects to the Designated Official (DO) through the CSA, and maintain proactive working relations with UNDSS-DHSSS and UNDSS Division of Regional Operations (DRO) counterparts involved in emergency response coordination and inter-agency matters. Equally, maintains proactive working relations with Host Country authorities involved in emergency response by integrating their inputs into the Security Cell and SFP’s working groups, as needed;

Ensures a well-coordinated crisis management response mechanism, by assuming a leading role in the UNOG SSS Crisis Cell, and in case of emergency coordinates the actions of the SFP’s and provides advice to the DO through the CSA;

Ensures the CSA is provided regularly with updated lists of UN personnel and their recognized dependents; UN premises, facilities and offices, the status of security awareness training and briefings;

Assesses the need for security related equipment and oversees the preparation of the necessary requisitions including budgetary allotments;

Performs any other duties as deemed necessary to ensure full inter-agency coordination.

Education

Advanced university degree (Master’s degree or equivalent) in Disaster or Emergency Management, Security Risk Management, Political Science, Military Staff College, Law Enforcement, Law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of disaster management, risk management or security experience in the public or private service areas such as national security, military or police service, or in a corporate environment is required.
A minimum of three years of command or higher management experience is required.
International experience or experience in UN peacekeeping or with the United Nations Security Management System (UNSMS) in the field is desirable.
Previous experience of Inter agency security coordination work is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and knowledge of French are required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

This temporary position is on extra-budgetary funding and is intended to fill the functions of short-term duration with a starting date as soon as possible, and for a duration of 364 days. The duration of the appointment is subject to the availability of funds.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
