Org. Setting and Reporting

The position is located in the United Nations Resident Coordinator’s Office (RCO) in Abu Dhabi, United Arab Emirates and reports to the RCO Team Leader.

UN Resident Coordinator (RC): The UN Resident Coordinator is the head of the United Nations in the country, the highest ranking senior official.

United Nations Country Team (UNCT): The UNCT is representation of UN agencies, such as UNICEF, UNWOMEN, etc. The UN’s coordination body at country-level.

UN Sustainable Development Cooperation Framework (UNSDCF): the UN Sustainable Development Cooperation Framework is the UN’s strategic document, an agreement between the UN and the host government—determines and reflects the UN development system's contributions in the country and shapes the configuration of UN assets required inside and outside the country.

Responsibilities

Within delegated authority, the Interagency Coordination Analyst, Development Coordination, will be responsible of the following duties:

Summary of Functions:

1. UNCT portfolio management: build, manage and track the portfolios of UN Country Team engagement in the UAE, especially the agencies not resident in the UAE

2. Interagency coordination and partnerships: engage and support partner relationships with UN agencies that are members of the UN Country Team, including external partners and with particular focus on partnerships with UN agencies that are not resident in the UAE.

3. Information management: manage the data sets and information repository for the UN Country Team in the UN Resident Coordinator’s Office

4. UNCT programme coordination: support coordination of joint programmes or initiatives between UN agencies in the UAE, including reporting on collaborative work of the UN Country Team


Description of Functions:

1. UNCT portfolio management

•Build, manage and track UN Country Team engagement in the UAE, especially the agencies not resident in the UAE

•Understand the areas of work and engagement of the UN agencies that are members of the UN Country Team

•Synthesize key findings from UN agencies relevant to ongoing analyses and cooperation initiatives for the UAE

•Create and maintain summaries and knowledge products on UN agency engagement in the UAE

•Support the development of communication products with inputs from UN agencies

2. Interagency coordination and partnerships

•Manage the relationship management of the UN agencies that are members of the UN Country Team, with particular focus on the UN agencies that are not resident in the UAE

•Support partnership work of the RC Office to support key UN initiatives, including internal UN and external partnership building

•Create and manage the contact database for UN agencies engaged in the UAE

•Develop a working relationship and knowledge of the UN staff members engaged in supporting the UAE or particular areas of work relevant to the UAE

•Ensure ability to identify to whom and where information required can be retrieved from the UN agencies engaged in the UAE

•Undertake tasks related to preparation of interagency reports, summary of meetings, and correspondence.

3. Information management

•Manage the data sets and information repository for the UNCT in the Resident Coordinator’s Office

•Create and manage database and knowledge platform for substantive information and/or data provided to the UN Resident Coordinator’s Office from UN agencies

•Ensure ability to locate and retrieve relevant data or information required for UN Resident Coordinator or UN Country Team products

•Identify sources for data and knowledge products from UN agencies, and means to locate them when required

4. Programme coordination

•Support coordination of joint programs or initiatives between UN agencies in the UAE

•Support the UN Resident Coordinator’s Office in identifying opportunities for joint programs/initiatives

•Support the coordination of agreed upon joint programs/initiatives

•Facilitate knowledge sharing and reporting of approved joint programs/initiatives

•Manages the project implementation, including financial management and reporting for any assigned initiatives under the Resident Coordinator Office;

•Undertake any other duties as required by the UN Resident Coordinator and RCO Team Leader.

Education

Advanced university degree (Master’s degree or equivalent) with minimum of 5 years of relevant work experience in international development, political science, organizational development, or any area of development or humanitarian support to sustainable development such as Climate Change, Environment, Urban Planning, Economics, etc.
A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum 5 years of work experience in the project management/coordination of international development or humanitarian assistance is required; a minimum of 7 years of relevant work experience if applicant holds a first-level university degree (Bachelor’s degree or equivalent).
A minimum of 2 years of experience in developing partnerships and setting the overall direction for the formation and management of strategic relationships is desirable.
A minimum of 2 years of experience in creating and managing information databases and repositories is desirable.
Demonstrated experience working with the United Nations Secretariat or a United Nations Agency, Fund or Programme is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For this position, fluency in English is required. Knowledge of Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
