Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Logistics, and Geospatial, Information and Telecommunications Technologies Services and Training to all Peacekeeping and Special Political Missions around the world. This position is located within the Central Service, Finance and Budget Unit of UNGSC, Brindisi, Italy.

The incumbent will report to the Chief Finance and Budget Officer.

Responsibilities

Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

•Prepares cost estimates and budget proposals in terms of the UNGSC's resourcing requirements such as staff and non-staff requirements, including programmatic aspects; reviews, analyses and revises data with respect to the finalisation of the budget proposals as well as the results-based-budgeting (RBB) framework.
•Provides support to programme/fund centre managers with respect to the elaboration of resource requirements for budget submissions.
•Administers and monitors extrabudgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
•Administers the UNGSC's allotments in accordance with the established procedures including redeployment/reallocation of funds.
•Ensures the efficient and effective use of budgetary resources through robust monitoring of budget utilisation to the approved budget and timely provision of information to the UNGSC's management for decision making; Provides support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary.
•Prepares the budget performance report of the UNGSC and ensures that correct and accurate data and information are provided by the various programme/fund centre managers in compliance with the Controller's instructions. Reviews and finalises the performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditures.
•Analyses complex/unusual accounting transactions and open items in the accounting system and implement corrective actions.
•Reviews and reconciles various clearing accounts, investigates erroneous/invalid entries and takes appropriate corrective accounting action.
•Advises and ensures that only valid unliquidated commitments at the end of the budget period in accordance with the established criteria by Finance Division, OPPFB, are valid for carrying forward to the subsequent budget period.
•Reviews and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received.
•Supports to the finalisation of annual financial statements for the UNGSC in compliance with the International Public Sector Accounting Standards (IPSAS).
•Makes the accounting entries for the strategic deployment stocks (SDS) to record income for the items shipped in accordance with Finance Division's SDS Accounting Guidelines.
•Performs a cost recovery for service delivery through the established cost recovery funds inaccordance with the International Public Sector Accounting Standards (IPSAS) and the Controller's instructions.
•Performs the financial accounting for fixed assets to approve and post fixed assets financialdate to the financial statements under the delegation of authority of the Controller.
•Provides advice, financial interpretations, adaptations and corrective actions in response to internal and external audits and other queries to ensure adherence to the UN Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief Finance and Budget Officer.
•In the absence of the Chief Finance and Budget Officer, oversees the daily operation of the Unit as an Officer-in-Charge.
•Performs other duties as assigned.

Education

An advanced university degree (Master's degree or equivalent) in business administration, finance, or in a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Experience in an Enterprise Resource Planning (ERP) such as SAP in the area of financial management is required.
Experience in the Financial Regulations and Rules of the United Nations or similar international organization is desirable.
At least one (1) year of experience in working in United Nations common system field operations (peacekeeping missions, special political missions and UN agencies, funds and programmes), or similar international organisation or non-governmental organisation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
