UN Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The Ecosystem Services Economics Unit is jointly implementing with the United Nations Statistics Division and the Secretariat of the Convention on Biological Diversity the project “Natural Capital Accounting and Valuation of Ecosystem Services” (NCAVES).
The project funded by the European Union through its Partnership Instrument (PI), assists the five participating partner countries, namely Brazil, China, India, Mexico and South Africa, to advance the knowledge agenda on environmental-economic accounting, particularly ecosystem accounting.
The project initiated pilot testing of SEEA Experimental Ecosystem Accounting (SEEA EEA) with a view to:
• Improving the measurement of ecosystems and their services (both in physical and monetary terms) at the (sub)national level.
• Mainstreaming biodiversity and ecosystems at (sub)national level policy planning and implementation.
• Contribute to the development of internationally agreed methodology and its use in partner countries.

It is for the above reason that UNEP is seeking services of a e-learning module development Specialist. The consultant will work for the Ecosystem Services Economics Unit in the Ecosystems Division to produce e-learning modules on scenario analysis and ecosystem services and asset valuation using Articulate Storyline software. This position will be home based with frequent online/phone interviews.


The consultant will report to the Head of Ecosystem Services Economics Unit in the Ecosystems Division.

1.1 Duties and Responsibilities:

Activity 1: Create storyboards for the SEEA e-learning module on scenario analysis
Specifically, the incumbent will:
• Adapt the existing training materials (slide deck) on the use of ecosystem accounts in policy scenarios in the context of SEEA EA into didactic narratives, drawing upon the underlying guidelines as context
• Develop detailed storyboards on scenario analysis including all texts, interactions, feedback and instructions, ensuring that the online course will be accessible to non-technical audiences, including a few short video clips (from existing footage of a webinar), quizzes and other interactive content
• Incorporate feedback based on reviews with stakeholders

Activity 2: Produce the SEEA e-learning module on scenario analysis using Articulate software
Specifically, the incumbent will:
• Design the template for the e-learning module on scenario analysis; incorporate the design into the screens for each of the modules of the course
• Using the Articulate Storyline software, prepare the final version of the module for uploading online

Activity 3: Create storyboards for the SEEA e-learning module on ecosystem valuation
Specifically, the incumbent will:
• Adapt the existing training materials (slide deck and exercises) on valuation of ecosystem services and ecosystem assets in the context of the SEEA EA into didactic narratives, drawing upon the underlying guidelines as context
• Develop detailed storyboards including all texts, interactions, feedback and instructions ensuring that the online course will be interactive, engaging, visually appealing and accessible to non-technical audiences. Include a few short video clips (from existing footage of a webinar)
• Incorporate feedback based on reviews with stakeholders

Activity 4: Produce the SEEA e-learning module on ecosystem services and asset valuation using Articulate software
Specifically, the incumbent will:
• Design the template for the e-learning module on ecosystem services and asset valuation; incorporate the design into the screens for each of the module of the course
• Using the Articulate Storyline software, prepare the final version of the module for uploading online

Qualifications/special skills

Academic Qualifications: A university degree in communications, education, instructional design, statistics, economics, environmental science, biology or related field is required.
Experience: A minimum of ten (10) years of progressively responsible experience in strategic communication, instructional design or digital and website development is required. Demonstrated experience in developing e-learning modules and proficiency in Articulate Storyline 3 and proven graphic design experience will be an added advantage
Language: English and Spanish are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required.
