Org. Setting and Reporting

The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and supporting implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.

The Technical Officer, Certification and Oversight, will provide technical advice and services in relation to instrument flight procedures, certification, and oversight best practices, specifically in the implementation of the Standards and Recommended Practices (SARPs) of Annex 6 — Operation of Aircraft, Parts I, II and III; Annex 7 – Aircraft Nationality and Registration Marks; Annex 8 – Airworthiness of Aircraft; and, Procedures for Air Navigation Services — Aircraft Operations (PANS-OPS, Doc 8168). The incumbent reports directly to the Chief, Operational Safety Section (OPS) and in a matrix environment to the other Chiefs and Programme Managers of the Organization as required by duties assigned.


Function 1 (incl. Expected results)
Drafts proposals related to the amendment and implementation of technical Annexes to the ICAO Convention and other ICAO regulatory documents, achieving results such as:
•Analyse problems raised by States and international organizations in the field of aircraft registration, airworthiness, flight operations, and recommend appropriate solutions.
•Propose amendments to Annexes to reflect operation needs and new trends and technological developments.
•Propose amendments to other documents, such as manuals to facilitate the implementation of Annex requirements.
•Keep abreast of significant trends and technological developments in the field of aircraft registration and flight operations.
•Prepare technical studies and working papers for the ANC, international meetings, etc. relating to operational procedures and technical aspects of operational safety systems.
•Analyse and draft proposals related to the amendment and/or implementation of relevant technical Annexes to the Convention and other ICAO documents, particularly in the areas of competency-based training for aviation personnel, systems-based governance models for Approved Training organizations (ATOs), aircraft operations, performance based navigation, aircraft operator certification and operational approval, etc.
•Analyse technical/operational aspects of civil aviation, preparation of working papers, reports, briefs, correspondence, etc.
•Support ICAO panels and study groups, as necessary to in ensure relevant coordination in building global provisions and guidance material.

Function 2 (incl. Expected results)
Develops working papers for the ICAO Council, ANC and international meetings on matters related to aircraft operations (Operations, Airworthiness, and cross-border transferability of aircraft (XBT)) achieving results such as:
•Develop comprehensive working papers, State letters and other documentation required to present Annex amendment proposals to the ANC and ICAO Council to facilitate technical discussions.
•Participate in the discussion of such papers and provide support information as needed.
•Coordinate activities with States and international organizations to facilitate the work related to XBT.
•Manage and coordinate the schedule of meetings, preparation of documentation and deliverables related to XBT.
•Organize symposia, seminars and workshops and prepare related material and documentation, including invitation letters, programme, in support of the roll-out of XBT provisions.
•Conduct necessary follow-up on actions resulting from the discussion of technical papers during panel and working group meetings.
•Serve as Secretary and/or manage various working/expert groups), and/or study groups of the ANC.

Function 3 (incl. Expected results)
Coordinates the conduct of international activities related to the implementation of ICAO’s Global Safety Strategy, achieving results such as:
•Provide comprehensive analysis of issues raised by States and international organizations in the field of certification and industry oversight (e.g. air operator, aircraft, and airworthiness).
•Provide solutions and support to technical issues as requested by the ANC and Council.
•Develop meeting documentation such as working papers, presentations and reports to facilitate effective technical discussions.
•Provide guidance on ICAO procedures and methodologies for Standards making.
•Review draft proposals from the study groups and/or panel working groups for quality and consistency with ICAO policies.
•Communicate and coordinate with panel members and other ICAO Sections and technical bodies.
•Report panel activities to the ANC.
•Review proposals to be presented to the ANC from the Secretariat, panels and/or study groups.

Function 4 (incl. Expected results)
Oversees existing, and develops new mechanisms to effectively support ICAO Member States with the oversight of the aviation industry for their safety improvement strategies, achieving results such as:
•Analyse problems raised by States and International Organizations in the field of aviation industry oversight and recommend appropriate solutions.
•Develop guidance to Member States and the aviation industry on ICAO's global safety planning approaches for the high-level development of national and regional safety plans.
•Coordinate with relevant stakeholders and keep The Manual of Procedures for Operations Inspections (Doc 8335) updated with new Standards and Recommended Practices.
•Propose amendments to other documents, such as manuals, to facilitate the implementation of Annex requirements.
•Keep abreast of significant trends and technological developments in the field of ramp inspection systems.

Function 5 (incl. Expected results)
Supports the assessment and continuous monitoring of Global Aviation Safety Oversight System (GASOS) recognized organizations, achieving results such as:
•Participate as a team leader or team member in GASOS assessment missions.
•Support SOOs and AIOs in the implementation of their corrective action plans.
•Assess and validate corrective action plans (CAPs) implemented by GASOS assessed SOOs/AIOs and propose follow-up action, as necessary.
•Provide recommendations on the GASOS assessor roster needs to sustainably operate the programme.
•Perform quality control on the assessment reports and related documentation to ensure consistency and adherence to the established report preparation standards and requirements.
•Provide guidance and assistance, as necessary, to team leaders and team members in the preparation of GASOS activities through the provision of training, guidance and briefings.

•A first level university degree in aviation, engineering, or in a related technical discipline.

•An advanced level university degree (Master’s degree or academic equivalent) in an aviation-related scientific or technical discipline.
•Successful completion of the ICAO Safety Management for Practitioners Course.
•Successful completion of the ICAO USOAP CBT.
•Technical or operational qualification as an aviation professional.

Work Experience

A minimum of ten (10) years of experience working in an international, aviation-related environment is required.
Proven experience (five years or more) in management of aviation-related subject matter expert groups is required.
Proven experience (a minimum of five years) in operational safety (OPS, AIR) at an international level is required.
Significant experience on global safety planning in an international organization or in a national authority is required.
Significant experience in managing communications and information sharing to groups, larger audiences is required.
Experience in a Civil Aviation Authority and significant experience in managing international projects is required.
Experience working within a large aviation-related international organization is desirable.
Experience in managing sensitive aviation data relating to operational issues is desirable.
Experience in bilateral agreements related to aricraft operations such as those related to article 83 bis is desirable.
Experience in developing industry oversight-training materials for safety professionals is desirable


•Fluent reading, writing and speaking abilities in English.

•A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).


Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).
