Expected duration

The total duration will be 4.5 months, starting early March 2021 and ending on mid July 2021.

Duties and Responsibilities

The present ToRs outlines the tasks that the consultant will undertake in order to ensure that the Documents Management System called M-Files used to store, classify and publish official documents and publications through our websites, web feeds and mobile application is upgraded. Having an upgraded Documents Management System is required to keep our systems in line with UN Security standards and to improve the overall performance of our systems and websites.

The consultant will deliver the following outputs:

Output 1: Two Windows servers hosted within the BRS IT infrastructure to host the M-Files version 21 or higher Server application and its MS SQL databases are configured.
Output 2: Existing documents, their metadata and security configuration in the current M-Files system used by the Secretariat are available in the newest M-Files version, either through an upgrade or through a migration.
Output 2.a: The migration or upgrade is available on a sandbox environment.
Output 2.b: The migration or upgrade is available on a production environment, ensuring a minimum downtime for websites and online applications.
Output 3: Harmony App is upgraded to be compatible with M-Files API version 21 or higher. Security and performance improvements provided by the new M-Files API will be analysed and incorporated, where relevant, to the Harmony App upgrade. Existing OData Feeds schemas will be kept.
Output 4: The online library of scientific and technical publications (http://www.brsmeas.org/tabid/3790) is updated to make use of the OData feeds generated by Harmony App.
Output 5: The M-Files Modules used in the BRS websites are made compatible with the M-Files API version 21 and updated accordingly.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required.
Experience: Proven experience in computer programming, database design and data analysis from complex databases are required for this consultancy. Proven experience in system's analysis and design, computer programming, including advanced programming skills in MS VB and C# for .NET platform is required. Experience in the development and configuration of applications using DotNetNuke Content Management System, MS SQL Server and M-Files document management system is required. Good understanding of latest web technologies such as restful web services, JQuery and Kendo UI is required.
Language: Fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
