Org. Setting and Reporting

The mission is guided by ECA's five new strategic directions which are advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

The Subregional Office for West Africa (SRO-WA) is located in Niamey (Niger). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving structural transformation for inclusive and sustainable development in West Africa, focusing on demographic dynamics for development. The core functions are: Providing relevant support to member States, regional economic communities and intergovernmental organizations in their quest to report and achieve the goals and targets set out in the 2030 Agenda and Agenda 2063, including the West African integration agenda (the ECOWAS Community Development Programme and the regional economic programme of the West African Economic and Monetary Union), and the Paris Agreement on climate change; Contributing to enhancing the capacity of member States in the subregion to integrate challenges of demographic dynamics in policy and planning processes; Reinforcing country, subregional and regional progress towards addressing demographic issues with an impact on the development prospects of member States; Engaging member States, regional economic communities and the West African Economic and Monetary Union in high-level policy dialogues and debates related to demographic dynamics for development; Providing capacity-building in the form of development planning and project monitoring and evaluation tools.

This position is located in the Sub-regional Office for Western Africa (SRO-WA) of the United Nations Economic Commission for Africa (ECA) in Niamey, Niger. The Administrative Officer reports to the Director of the Office.

Responsibilities

Under the supervision of the Director of the Sub-regional Office for West Africa, and within delegated authority, the Administrative Officer will be responsible for the following duties:

A.Human Resources Management :
•Effectively coordinates actions related to the human resources management activities, e.g., recruitment, staff selection and on-boarding, promotion, job classification review, performance management, separation of staff members and development, learning and training of staff;
•Accurately explain and/or interpret conditions of service, duties and responsibilities, and privileges and entitlements as per the Staff Rules and Regulations.

B.Budget and Finance
•Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued;
•Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme monitoring reports;
•Explains requirements and works with systems units with respect to improving budget reporting systems and cost effective utilization of program resources;
•Manages a complete financial operation, encompassing a variety of funding sources, a large volume of transactions, and dispersed activities;
•Monitors the utilization of budget resources and closely monitors budget lines and advice program units
•Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.

C.General Administration
•Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
•Reviews adequacy of departmental space requirements.
•Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
•Provides guidance and leadership to other administrative staff.
•Performs other related work as required.

Monitors and adjusts plans and actions as necessary. - Uses time efficiently.

Accountability:
Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master's or equivalent) in business or public administration, finance, accounting, law or related fields is required. A first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
Experience overseeing work related to procurement is required.
Relevant experience with respect to the preparation and implementation of the work programme is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised fluency in French is required; knowledge of English is desirable. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• This position is temporarily available until the post is regularly filled. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
