Result of Service

BRS-Norad-1:
• Publication of 20-30 pages on best practices for the ESM of plastic waste in the packaging, fisheries, and wastewater sectors;
• Document of 5-10 pages identifying major stakeholders in the packaging, fisheries and wastewater sectors (or other relevant sectors, if so identified by stakeholders) in Sri Lanka;
• Report of 10-20 pages on proposed strategies to implement the practices, design and processes for awareness raising and ESM of plastic waste in packaging, fisheries and wastewater sector (or other relevant sectors, if so identified by stakeholders) developed in Sri Lanka;
• Technical and other support in the implementation of the selected pilot projects in Ghana;
• Report of 20-30 pages on initial results and lessons learned from implementation of the pilot tests implemented in Ghana.

BRS-Norad-2:
• Technical and other support to the Regional Centers and other relevant partners of the BRS Secretariat in the implementation of the selected pilot projects under the SGP on Plastic Waste, such as with regard to the implementation of best practices and strategies in the packaging and other sectors, design and implementation of awareness-raising campaigns.

BRS-NREF-1:
• Document of 5-10 pages identifying major stakeholders in the packaging / fisheries / textile / cosmetics sectors in Malawi and Zimbabwe.
• Report of 20-30 pages on proposed strategies to implement the practices, design and processes for awareness raising and ESM of plastic waste in packaging, fisheries and wastewater sector developed in Malawi and Zimbabwe.

Duties and Responsibilities

United Nations Environment Assembly at its third session called for increased action by relevant international and regional organizations and conventions, including among others, the Basel and Stockholm Conventions, to prevent and reduce marine litter and microplastics and their harmful effects. In 2019, at its 14th meeting, the Conference of the Parties of the Basel Convention decided to amend Annexes II, VIII and IX to the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes and their Disposal, thereby bringing plastic waste more comprehensively under the scope of the Convention.

The current consultancy is to support the implementation of the following three projects:
• “Marine litter and microplastics: promoting the environmentally sound management of plastic wastes and achieving the prevention and minimization of the generation of plastic wastes” (BRS-Norad-1), funded by the Norwegian Agency for Development Cooperation (Norad), notably component 3 on tackling source;
• “Further actions to address plastic waste under the Basel Convention” (BRS-Norad-2), funded by the Norwegian Agency for Development Cooperation (Norad), notably output 1 on the Small Grant Programme (SGP) on Plastic Waste; and
• “Strengthening knowledge and capacity to prevent and reduce releases of plastic waste in Malawi and Zimbabwe” (BRS-NREF-1), funded by the Norwegian Retailers Environment Fund, notably component 4 on tackling sources.
Under the supervision of the Secretariat, the consultant will contribute to the following outputs (with reference to the activity and output numbers of the respective project documents):

BRS-Norad-1:
• Output 4-1-1: List of major stakeholders in packaging sector in target countries
• Output 4-1-3: Strategies to implement the practices, design and processes for awareness raising and ESM of plastic waste in packaging sector developed and pilot tested
• Output 4-2-1: List of major stakeholders in the sector using plastic nets in target countries
• Output 4-2-3: Strategies to implement the practices, design and processes for awareness raising and ESM of plastic waste in fisheries sector developed and pilot tested
• Output 4-3-2: Strategies to implement the practices, design and processes for preventing the releases of micro and nano plastics in wastewater developed and pilot tested in the target countries
BRS-Norad-2:
• Output 1: SGP of the Regional Centres to build the capacities of Parties in addressing plastic waste through the implementation of the Basel Convention.
BRS-NREF-1:
• Output 4.1: List of major stakeholders and overview of existing initiatives to tackle plastic waste at source in the packaging / fisheries / textile / cosmetics sectors.
• Output 4.2: Strategies to implement pilot tests of practices, design and processes to tackle plastic waste at source in the target sectors.
• Output 4.3: Pilot tests of practices, design and processes to tackle plastic waste at source implemented in the target sectors.

Qualifications/special skills

Academic Qualifications: An advanced university degree in law, environment, or related discipline, or a first university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: At least five years of experience in project management in the field of environment and development. Knowledge on the multilateral environmental agreements of chemicals and waste and the work of international organizations would be preferred.
Language: Fluency in English, including strong drafting/writing skills is essential. Knowledge of French would be an asset.
