Cadre organisationnel

These positions are located in the Department of Peacekeeping Operations at both Headquarters and in the field. The Senior Logistics Officer usually reports to the Chief of the Logistics and Communications Service. In the field, a Senior Logistics Officer operates usually as the Chief, Integrated Support Services or Chief, Technical Services and reports to the Chief Administrative Officer or Director of Administration with a functional reporting relationship to the Chief of the Logistics and Communications Service at Headquarters.

Responsabilités

Within delegated authority, the Senior Logistics Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Senior Logistics Officers):

Logistics support for new and ongoing peacekeeping and other field missions includes: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering and medical services. At this level the incumbents typically:

• Exercises managerial and supervisory control over all logistics support required by future, current or liquidating field missions.
• Develops, prepares, coordinates and monitors overall logistic support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs.
• Monitors and coordinates all multifunctional logistic requirements between UN HQ, peacekeeping and other field missions.
• Assists in development of policy and procedures for field logistics support.
• Acts as the principal liaison between the field missions and Headquarters staff for logistics matters and co-ordinates day to day support of logistics operations.
• Ensures overall planning and coordination of logistics support preparations for new field missions and expanded civilian and military peacekeeping operations administered by DPKO.
• Ensures that logistics requirements take account of gender-specific needs.
• Advises senior management on logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
• Leads technical survey missions.
• Organises and chairs logistics meetings.
• Performs other related duties as required.

In the role of a Chief, Integrated Support Services or Chief, Technical Services the Senior Logistics Operations Officer also:
• Manages and supervises an integrated civilian-military mission support organisation.
• Manages and coordinates a multifunctional logistics operation in the field.
• Chairs or is a member of field mission administrative and financial bodies.
• Assumes responsibilities of a certifying officer.

Formation

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, law or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of ten years of progressively responsible experience in land or air transport,
logistics operations in military, commercial or international organizations, or related area is required.
Experience in leading multi-functional support operations in a field mission of the United
Nations or a similar international organization is desirable
Experience in supporting military and police contingents in peacekeeping operations of the
United Nations or a similar international organization is desirable.

Connaissances linguistiques

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
