Duties and Responsibilities

Background information on the 2021 SPP Global Review

Access to reliable and current information on activities and organisations involved on SPP has been a longstanding request from all SPP stakeholders. The 2017 SPP Global Review met this need by including a review of SPP policies, activities and results at national level, as well as information on obstacles, challenges, innovations and trends in its implementation. The focus was on national governments SPP practices, viewed as part of their policy portfolio towards sustainable production and consumption (SCP) and of addressing challenges such as climate change.
The 2021 SPP Global Review will build on the insights gained from the data collection of SDG 12.7.1. It will also benefit from the broader network of National SPP focal points that UNEP has identified since 2017. The Review will provide a comprehensive, clear, and thought-provoking review of SPP policies and activities worldwide. It will also provide insights and opinions from SPP stakeholders from around the world on the drivers and barriers for SPP, and what more needs to be done to continue building momentum and achieve sustainable outcomes in the near and longer term.
The Review will be supplemented with a set of countries factsheets that illustrate the current state of sustainable public procurement (SPP) policies, activities, programmes, and monitoring and evaluation systems in national governments around the world. This completes the research effort by providing detailed information on the state of SPP in each of the countries that participated in the 2021 survey of SPP implementation and 2020 SDG 12.7.1 reporting process.

Specific tasks and responsibilities

The consultant will carry out the following tasks:

a) Conduct the literature search and populate the template based on the instructions provided, including categorising the literature found
b) Follow up and support national governments representatives in the completion of the scorecard, making sure that appropriate evidence is included (such as links to their policies or activities, evaluation results, etc.).
c) Where needed, translate results into English from Spanish and French
d) Create an SPP 1-2-page factsheets for each country participating in the monitoring that has an SPP component in place
e) Edit and Conduct a cross-scorecard consistency check and analysis to present the main results and indicators on SPP implementation at national level
f) Summarise the highlights of the OPN SPP Programme and main achievements during the 2017-2020 period
g) Summarize the highlights of other relevant international initiatives and networks
h) Review the programmes and initiatives outputs to select cases, lessons and examples to populate the Global Review.
i) Proofread and edit the Global Review report
j) Prepare a slides presentation with the key findings of the Global Review of SPP

Qualifications/special skills

Skills: • Verifiable knowledge of sustainable public procurement
• Demonstrable communication skills, both oral and written, including the ability to write clearly and concisely on technical, socio-economic, and environmental topics. Established track record in drafting SPP documents and publications
• Proven capacity for conceptual, analytical, and critical thinking.
• Proven ability to analyze and communicate complex information at a simpler level to a wide audience.
• Proven organization skills, problem-solving, teamwork and coordination skills.
• Commitment to respect the values advocated by the United Nations. 
Academic Qualifications: A university Masters’ degree in a relevant field: e.g. economics, agroeconomics, environmental economics, public policy, natural resource management, development, environment.
Experience: At least 3 years of proven professional experience in designing, developing or implementing SPP policies.
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent written skills in English is required.
