Result of Service

Development

• Develop a tailor-made list of easily accessible sustainable criteria that may be included in low value procurement processes targeted to different markets and different goods/services
• Develop a tailor-made list of sustainable indicators & evaluation criteria that may be included in solicitation processes targeted to different markets and different goods/services
• Develop a methodology for integrating sustainability in procurement actions, suggesting changes in processes within existing procurement rules, and liaising with counterparts at both HQ and field level
• Map opportunities for engagement and inclusion of sustainability criteria in upcoming contracts/contract renewals where OHCHR is one of the requisitioners
• Develop reporting tools for existing procurement in Excel and BI to ensure effective analysis of procurement actions based on vendors, values, locations and other criteria

Expected duration

The consultancy is proposed for an initial Three months with the possibility of an extension to a maximum Nine months. Starting from
1 April 2021

Duties and Responsibilities

1. Purpose (justification for request)

The UN Sustainability strategy 2020-2030 includes a pillar on sustainable procurement. In 2020, OHCHR established a Working Group on Sustainable Environmental Management (WG-SEM) and an Organizational Effectiveness Action Plan for Sustainable Environmental Management (OEAP10). The OEAP10 contains a provision related to the strengthening of internal OHCHR procurement processes to include measures related to sustainable procurement.
An expert consultant is required to assist the OHCHR procurement team with the development and integration sustainable procurement in existing processes. The terms of reference also include providing overall support to the OHCHR procurement team and the WG-SEM as needed.
The consultant would be situated within and working directly with the OHCHR procurement team to analyse existing procurement data, develop reports, establish guidance, and actively pilot the integration of new concepts into existing processes, culminating in the drafting of a sustainable procurement policy in liaison with HQ and field offices.

2. Tasks will include, but are not limited to, the following:

Review & analysis
• Review and analyse the type of goods and services most commonly procured by OHCHR both at HQ and in the field offices; in particular where OHCHR is the main requisitioner
• Review sustainable indicators and related evaluation criteria from a variety of sources and recommend possible integration into TORs for solicitation on an ongoing basis
• Review current procurement processes (framework, guidance, values, contracts, locations)
• Review regular vendors used for low value procurement and analyse their performance against relevant criteria dependent on market maturity
• Review how OHCHR practices, once modified can become a model for other UN entities and for those outside the UN

Qualifications/special skills

Academic Qualifications: • An advanced university degree (Master's degree or equivalent) in the area of procurement, administration, environment, management and/or sustainable development or related field
Experience: • A minimum of five years of progressively responsible experience in sustainable management, procurement, administration or related field, preferably for a large firm, public entity or international organization
Language: English Language is required. Knowledge of any additional UN official language is desirable
