Duties and Responsibilities

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UN Environment Programme and is located at the Geneva Duty Station.

This assignment is part of the CITES Secretariat’s work under the Outreach and Projects Unit (OPU), and will develop the blueprint for up to a dozen basic online courses (including those covering general subject matters and enforcement-specific areas) for the purpose of capacity-building for CITES Parties. This will allow the Parties, including management, scientific and law enforcement authorities, to have improved access for learning about the basic requirements of the Convention and its implementation, with a particular focus in the area of law enforcement, in a self-paced manner.

Under the overall supervision of Chief, Outreach and Projects Unit (OPU) and in close consultation with the Enforcement Unit as well as other relevant units of the Secretariat’, the consultants will:

Consultant 1 (course curriculum and content developer):
1. Review existing online courses and existing learning tools in the CITES Virtual College and on other relevant platforms;
2. Review learning needs for the online courses;
3. Propose the blueprint of the online courses; and
4. Develop the outline for each of the general subject matter courses.

Consultant 2 (course content contributor/developer):
1. Review existing online courses and existing learning tools, both in the CITES Virtual College and available on other relevant platforms;
2. Provide inputs to the learning needs and to the blueprint of the online courses from the law enforcement perspective;
3. Based on the agreed blueprint, develop the outline for each of the law enforcement-related courses.

Qualifications/special skills

a) Required years of work experience: Minimum 5 years’ experience.
b) Required field of work and where applicable, area of specialty:
Consultant 1: Minimum 5 years’ experience in training, capacity development, or related area.
Consultant 2: Minimuym 5 years’ experience in law enforcement or related area.
Prior experience with the UN system, in particular working with developing countries, is required. Experience with developing and using online training materials is highly desirable. Experience in having worked on Multilateral Environmental Agreements (MEAs) is desirable.
c) Required education qualifications:
Consultant 1: University degree or equivalent in environmental law, education, social or natural science or related area.
Consultant 2: University degree or equivalent in law enforcement, policing, criminal justice, homeland security or related area.
d) Required knowledge of languages: English, French and Spanish are the working languages of the CITES Secretariat. For the post advertised, Fluency in spoken and written English is required. Working knowledge of one of the two other working languages is desirable.
e) Competencies: To successfully undertake this consultancy role the incumbent will demonstrate the competencies of Creativity, Client Orientation, and Planning and Organizing.
