Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Planning, Finance & Economy Section of the Urban Practices Branch (UPB) within the Global Solutions Division in Nairobi.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production centre of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work

The Planning, Finance & Economy Section ( PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban Design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development.

Based on UN-Habitat`s mandate to support sustainable urbanization, UN-Habitat promotes durable solutions to ensure sustainable development. The Humanitarian Development Practice Programme promotes a spatial planning strategy (built on stakeholder analysis, participatory urban planning, spatial settlement analysis) which fosters local economic development strategy and communities integration. The programme works to enhance capacities of authorities to adopt policies, plans and designs for compact, socially inclusive, better integrated and connected settlements. The programme is active in several countries in Africa and Asia.

Since 2016, UN-Habitat started implementing the Community-Based Stabilization Programme for Resettlement and Integration of Refugee Communities in Kalobeyei and Kakuma in Kenya. UN-Habitat is providing support through an approach of integrated sustainable human settlement development that can be replicated in other similar contexts. A socio-economic and mapping survey of Kakuma – Kalobeyei area was conducted and a spatial plan for The New Kalobeyei Settlement neighboring Kakuma Camp developed, planned to accommodate 60,000 members of the refugee and host communities in an integrated manner. Emergency and humanitarian imperatives override long-term sustainability planning protocols and the recent decision to relocate some of the refugees from Dadaab Camp to Turkana adds pressures. As a result, there is need to support the implementation of the various components of the planned integrated settlement in Kalobeyei and to support regeneration of Kakuma Camp.

The focus of this position is the implementation and monitoring of projects, programmes, operations and other activities in human settlement context related to the humanitarian and development nexus especially above-mentioned project in Turkana County, Kenya. Thus, the programme officer will work with Regional Office of Africa (ROAF) closely.

The position reports to the head of PFES and also report to head of ROAF

Responsibilities

Within delegated authority, the Programme Management Officer, Human Settlements, will be responsible for the following duties

•Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Assists in policy development especially on Humanitarian and Development Nexus from urban planning perspective, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes and lead survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in and lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Supports liaison with other UN agencies and Governmental organizations for collaboration and cooperation under the scope of determined activities.
•Undertake resource mobilization activities, analyszes risk and opportunities for increasing the efficiency of delivery.
•Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in Development Studies, Urban Studies, Social Science, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Experience within the UN system will be an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required knowledge of another language is an advantage.
