Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The position is located in the Economy Division, Resources and Markets Branch, Geneva, duty station in the Programme for Action on Green Economy (PAGE). PAGE is an alliance of five UN agencies, eight funding partners and 20 countries that work together to transform economies into drivers of sustainability. It supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. Due to this integrated approach and support of a wide range of partners, PAGE is increasingly recognized as a model to deliver coordinated support to countries for achieving Sustainable Development Goals (SDGs) and targets of the Paris Agreement. The incumbent will work under the overall supervision of Head of the Secretariat of the Partnership for Action on Green Economy that is hosted by the Resources and Markets Branch as follows:

Responsibilities

Economic or sector analysis:
•Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations Partnership for Action on Green Economy (PAGE).
•Designs and conducts studies of selected issues in green economic development and draft resulting reports.
•Interprets and applies results of econometric modelling and informs national economic policies.
•Develops and oversees implementation of draft policy recommendations pertaining to area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.

Technical cooperation:
•Designs and monitors technical cooperation projects.
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
•Undertakes on-the-job and other training activities, both internally and externally.

•PLANNING& ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in economics, public finance, environmental statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in economic research and analysis is required.
Experience in national development planning and financing climate priorities is desirable.
Experience in policy formulation and application of economic principles in development programmes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Initial appointment against this post is for a period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
