Org. Setting and Reporting

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $80+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Programme Administration Team. The incumbent will work under the direct supervision of the Senior Programme Officer.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

Human Resource Management
•Effectively coordinates actions related to the administration of human resource activities, e.g., recruitment, performance appraisal, job classification reviews, training etc., ensuring consistency in the application of UN rules and procedures.
•Advises on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Advises and counsels staff in respect of rights, responsibilities and obligations associated with work and entitlements.
•Provides advice and support to managers and staff on human resources related matters, in close liaison with the Department of Operations Support (DOS) and the Department of Management Strategy Policy and Compliance (DMPSC).
•Prepares special reports and participates and/or leads special human resources projects.
•Keeps abreast of developments in various areas of human resources such as, but not limited to, staff selection, classification, organizational management, training, and performance management.
•Identifies upcoming vacancies and staffing requirement, in coordination with OIM's Hiring Managers, and advises them on appropriate procedures and ensures implementation of decisions
•Monitors, evaluates and supports recruitment and placement related activities of OIM, and recommends changes or corrections related to procedures
•Serves as HR ex-officio member on interview panels to select candidates.
•Reviews recommendations by hiring managers and submissions of cases to the central review bodies.
•Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
•Monitors performance management activities and provides performance management advice to staff and management.

Umoja related activities
•Serve as OM (Organization Management) Administrator responsible for OIM post management, i.e. create GTA positions, maintain positions and organizational units and extend position funding.
•Reviews entitlement travel cases for certification and approval.
•Generates business intelligence reports, mainly staffing reports for post management, staff movement and workforce planning.
•Serves as focal point for staff members in the OIM, i.e. addresses HR queries regarding proper navigation and usage of Umoja.

Budget and Finance
•Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan.
•Coordinates the production of programme reports.
•Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
•Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
•Provides guidance and leadership to more junior staff.

General Administration
•Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
•Performs other related work as required.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
Experience in the analysis and implementation of human resources/ administrative policies and procedures of the United Nations Common System is required.
Experience in using ERP systems, such as Umoja is required.
Experience providing direct human resources support to senior management is desirable.
Experience with budget preparation is desirable.
Experience with workforce planning is desirable.
Experience with a pension fund is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include a desk review of PHPs, an assessment exercise and/or a competency-based interview.
