The duration of the contract is for 8 months over 10 months, starting from the signature date of the contract and ending no later than 31 December 2021.

Duties and Responsibilities

The consultant, in collaboration with the project team, is expected to:
- Perform research related to subsidized health insurance in the Arab region, including:
o Undertake a rudimentary mapping of health care systems in (all or some of) the Arab countries (including the institutional and organizational arrangements affecting the collection and pooling of resources as well as the purchasing and provision of health care services) and describe the role of subsidized health insurance within these systems,
o On the basis of a methodology selected or developed by the consultant in collaboration with ESCWA, analyze the impacts of subsidized health insurance on the ability of the directly affected individuals or households to access quality health care without exposing themselves to financial hardship and - as fare as possible - on health care systems more broadly,
o Identify and analyze the factors inhibiting the desired impacts of subsidized health insurance coverage from materializing (for instance, unavailability or inaccessibility of quality health care services, high co-payment requirements or restricted benefit packages).
- Provide a first draft of the publication,
- Prepare and make presentations of the draft publication at a regional meeting to be organized by ESCWA,
- Provide a final draft of the publication incorporating comments received from ESCWA, member States and other stakeholders.

Qualifications/special skills

Academic Qualifications: At least a Master-level degree in health economics, public health or other related academic background is required. PhD is desirable.
Experience: At least 5 years of experience in health care systems, health care reform, health economics and delivering research in related areas is required. Experience in the Arab region is desirable.
Language: Fluency in written and spoken English is required. Knowledge of Arabic and/or French is desirable.
