The consultant should meet the following milestones and timelines:
(1) M1 on Output 1: 30 March 2021;
(2) M2 on Output 2: 15 April 2021;
(3) M3 on Output 3: 15 May 2021;
(4) M4 on Output 4: 30 July 2021.
The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS) is servicing three multilateral environmental agreements (MEAs). It is hosted by the United Nations Environment Programme (UNEP). The Secretariat implements mandated activities, among others, with financial contributions received from external donors.
In the past the Secretariat has monitored contributions and project implementation in separate tools using Microsoft (MS) Excel. Given the increasing number of funded activities in the past years, there is a need to track these contributions and related projects centrally in one location. Accordingly, the Secretariat decided to develop and implement a dedicated tool to meet that need. The tool is to be based on Microsoft applications, such as MS Sharepoint and the MS Power Platform (Apps, Automate and BI).
The purpose of this consultancy is to compile complete information on all contributions relevant for the biennium 2020/21, including related projects, and move them into MS Sharepoint. The consultancy includes, if appropriate, adapting the respective parts of the MS Power platform and SharePoint structures based on the information available. It also includes the development of reports in MS PowerBI as needed.
The work will be coordinated and supervised by the Programme Resources and Oversight Unit (PROU) located in the Executive Office. The relevant Programme of Work Activity is Activity 28 (Executive direction and management).
In close collaboration with the relevant programme officer(s) located in PROU, the consultant will support the compilation of information on relevant projects and contributions as well as the development and testing of a full-fledged tracking tool of voluntary contribution and project from the BRS-Secretariat. Within this consultancy, the “tracking tool” means a specific design of connected applications from the Microsoft Office 365 environment, namely MS Teams, SharePoint, PowerBI, PowerApps, PowerAutomate and others, as appropriate, in order to be able to track key milestones of voluntary contributions and associated projects during their entire life-cycle. The raw data of the tracking tool, which will be stored in the different applications, will be based on information contained in legal instruments and other documents, as appropriate, of the BRS-Secretariat. The tracking tool should include all voluntary contributions received by the BRS-Secretariat within the biennium 2020-2021, and subsequently, include all projects associated to the above-mentioned contributions. The tracking tool (i.e. the connection of the different applications) has already been developed and tested by PROU of the BRS-Secretariat and will be provided to the consultant. The consultant is expected to propose and undertake changes to the database structures and tools, including but not limited to MS Power platform applications and MS Sharepoint. The changes are to be based on the nature of the compiled information. The consultant is also expected to propose and develop reports in MS PowerBI.
Academic Qualifications: Advanced university degree (Master’s degree or equivalent degree) in computer science, database management, statistics, knowledge management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 2 years of progressively responsible experience in the field of database development, programming, compliance, and oversight and monitoring. Knowledge of data management and/or database structures, including understanding of relationships between sets of data and different databases. In-dept experience in Microsoft applications, such as MS SharePoint, MS Power platform, including Apps, Automate and BI). Analytical skills and precise working method is an asset.
Language: Fluency in English is required.
