Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Programme's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is for the Mediterranean Action Plan (MAP), Athens, Greece.
This consultancy assignment is in the framework of the Global Environment Facility (GEF) funded Mediterranean Sea Programme (MedProgramme): Enhancing Environmental Security (GEF ID 9607), and Child Project 4.1“Mediterranean Sea LME Environment and Climate Regional Support Project” (GEF ID 9686) executed by UNEP/MAP.
The GEF/UNEP MedProgramme represents the first GEF programmatic multi-focal area initiative in the Mediterranean Sea aiming to operationalize priority actions to reduce major transboundary environmental stresses in its coastal areas while strengthening climate resilience and water security and improving the health and livelihoods of coastal populations. The MedProgramme is implemented in ten beneficiary countries sharing the Mediterranean basin: Albania, Algeria, Bosnia and Herzegovina, Egypt, Lebanon, Libya, Montenegro, Morocco, Tunisia and Turkey. It involves a wide spectrum of developmental and societal sectors, ranging from banking institutions, the private sector, governmental and non-governmental bodies, industry, research, media, and various other organizations.
In line with the GEF Council approval of the MedProgramme and the GEF CEO endorsement of its related Child Projects, the MedProgramme will execute a specific Knowledge Management Strategy (KM Strategy) aimed at: i) Leveraging and systematically sharing knowledge assets generated by the Child Projects with the intended beneficiaries and audiences; ii) Strengthening the science-policy interface (SPI) and influencing decision-making through data and information sharing, capacity building, and regional stakeholder engagement; iii) Supporting the objectives of the Barcelona, Stockholm and Minamata Conventions and the work of UNEP/MAP through effective stocktaking and scaling up, and broader adoption of MedProgramme’s approaches and results; and iv) Fostering incremental innovation within GEF programmatic approaches and enriching the knowledge base of GEF Implementing and Executing Agencies.
The KM strategy will complement and support the activities under the Child Projects of the Programme, maximize the effectiveness of the overall MedProgramme and provide opportunities for learning (including south-south learning exchanges), foster intergovernmental cooperation, use monitoring and evaluation (M&E) tools and geospatial services, apply best practices and develop portfolio-wide training and communication strategies.
As part of KM strategy, one of the key deliverables of Child Project 4.1 (GEF ID 9686) is the successful establishment of a web-based knowledge platform composed of three modules: a public-facing website, private-access database(s) for authorized users, and a data visualization dashboard connecting the database(s) and the website. The development of the web based knowledge platform will involve several steps – from conceptualization to implementation - each requiring a different set delivarbles, skills and expertise.
To this aim, the MedProgramme Coordination Unit requires the services of a regional consultant with advanced UX (User Experience) skills and experience with developing web platforms for complex, multi-layered projects to undertake the first step of conceptualization: defining the overall architecture and specific features of the platform.
The purpose of this consultancy is to conceptualize the KM platform and define its overall architecture and specific features. To this aim the consultant is expected to:
- Propose an overall architecture for the platform
- Define specific technical features necessary for the effective functioning of the platform
- Develop wireframes and mockups of the platform
- Develop an interactive prototype of the platform (beta version)
The consultant will be responsible for the following tasks:
1. Gain advanced understanding of the GEF/UNEP MedProgramme and prepare a work plan for the assignment;
2. Propose technical queries to support structured consultations with relevant partners (surveys, interviews, other) in order to identify specific needs and requirements for the platform (datasets, navigation, etc.);
3. Participate in relevant consultations with Partners as need be and gain advanced understanding of the future users of the knowledge platform, their needs and expectations;
4. Analyse information received from MedProgramme Partners and Med PCU (iterative process with at least two rounds of consultations) and present results;
5. Liaise with graphic experts to incorporate assets in accordance with MedProgramme visual identity (logo, color palette, typefonts, etc.) and propose a coherent UI/UX and design frameworks;
6. Identify required features (blog, resources categorization and management, etc) and propose a structure within the platform;
7. Generate technical specs for the knowledge platform (including website(s), database(s) and visualization boards) and produce related wireframes and static mockups;
8. Upon approval of static mockups, convert them into interactive prototypes (beta version);
9. Prepare a presentation to illustrate the details of the prototype to relevant MedProgramme Partners and collect feedback;
10. Recommend possible solutions for a content management system (CMS), hosting provider, software for data visualization and related licenses, and propose an implementation plan (including estimated budget, timeline and resources);

The Consultant is expected deliver the following outputs:
1. Work plan for the assignment including timeline
2. Report on technical queries to support structured consultations with relevant partners (surveys, interviews, other) in order to identify specific needs and requirements for the platform (datasets, navigation, etc.);
3. Report on participation and results from consultations
4. Techincal specifications, wireframes and static mockups for the platform
5. Interactive prototypes (beta version) based on approved architecture and presentation
6. Semi-final implementation plan (including estimated budget, timeline and resources as well as recommendations on CMS, hosting provider, softwares and licenses)
7. Final implementation plan (including estimated budget, timeline and resources as well as recommendations on CMS, hosting provider, softwares and licenses)

Qualifications/special skills

Academic Qualifications: • Bachelor degree in web development and design, computer sciences, scientific communications, data management, environmental studies, engineering, or related fields is required;
Experience: • A minimum of 5 years of progressively responsible work and experience in web development, wireframing and prototyping, UI/UX design, data analysis, design of databases including GIS data, information architecture, interaction design, data visualization and visual design is required;
• Proficiency in JavaScript, HTML, CSS, and knowledge and experience in programming applications and design softwares are an asset;
• Knowledge of web servers and their functioning is an asset;
• Working experience with complex environmental projects and previous experience with/knowledge of the UN system are an asset;
Language: • Fluency in English (written and spoken) is required.
