Cadre organisationnel

This position will be temporarily vacant for a period of three months. This position is located in the Office in Buenos Aires of the Economic Commission for Latin America and the Caribbean (ECLAC).

ECLAC is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes supporting the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsabilités

Under the direct supervision of the Chief of ECLAC’s Office in Buenos Aires, the incumbent will perform the following duties:

•Participates in the development, implementation and evaluation of assigned national (Argentina) programmes/projects, etc.; monitors and analyzes programme/project development and implementation with national governmental counterparts; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change, with special attention to national specific development obstacles challenges.
•Researches, analyzes and presents information gathered from diverse sources.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc, in tandem with the Unit’s staff and/or national governmental counterparts.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials, both at the national and subnational levels, and other parties and drafting mission summaries, etc.
•Researches, develops and presents policy papers, guidance notes and other knowledge based-tools pertaining the work of the Unit in Argentina, with particular reference to local production processes, including in particular technological, financial and labor market issues.
•Performs other duties as required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in quantitative research is desirable.
Acquaintance with national (Argentina) institutional settings, including at the local (subnational) level is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish and knowledge of English are required.


NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.

In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
- A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories.
- A staff member holding a temporary appointment who is recruited in the Professional and above categories, on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments.
- Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
- While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
