Org. Setting and Reporting

This position is located in the Office of the Under-Secretary-General of the Office of CounterTerrorism (UNOCT), at the United Nations Headquarters in New York. The incumbent will report to the Chief of the Office of the Under-Secretary-General.

The Office of Counter-Terrorism has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact (former CTITF) entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities

Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

• Oversees programme of work of the immediate office and communication team of the Office of Counter-Terrorism.
• Formulates strategies; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long range solutions to political problems in general and in specific geographical areas; identifies emerging issues pertaining to the mandates of the section; analyses implications and makes recommendations on possible strategies and measures.
• Plans and implements the operational activities related to the work of the department, i.e., counter-terrorism and incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.
• Plans, coordinates and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation.
• Prepares briefing notes and talking points for the Secretary-General, Senior Advisers, Under-Secretary-General/Assistant Secretary-General.
• Designs counter-terrorism related initiatives; advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new programmes.
• Oversees development and implementation of the UNOCT visibility and communication strategy.
• Leads and directs a work team in the front office of the Office of the Under-Secretary-General; plans and allocates work assignments; mentors and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Manages, coordinates, organizes and supervises research on a variety of political issues in a region and or country or major conflict
• Represents the Office at round tables, seminars and conferences.
• Responds to/prepares responses to comments, statements, queries of parties and manages operations involving several components, including civilian, military and humanitarian operations.
• Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section; coordinates and oversees work of colleagues and unit.
• Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern.
• Performs other related duties as required.

Education Advanced university degree (Master's degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional qualifying years of experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
Experience working on issues related to preventing and countering terrorism or violent extremism is required.
Experience in drafting analytical papers is required.
Experience in administration, budget, or human resources management is desirable.
Experience in senior office assignments in international organizations, including a Front Office setting is desirable.
Experience in working directly with and assisting senior officials is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (both oral and written) is required;. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for a period of six months, with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
