Cadre organisationnel

The United Nations Environment Programme (UNEP)) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and
production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities https://www.unenvironment.org/). This position is located at the Paris duty station and is only for one year. The Programme Officer will report to the Coordinator of the 10 Year Framework of Programmes on Sustainable Consumption and Production patterns (10YFP) Secretariat.

Responsabilités

The Programme officer will support the 10YFP Secretariat through:
Undertaking activities related to supporting and monitoring the progress on the shift to sustainable consumption and production and against the Strategic Development Goals, and support the development and implementation of activities to measure and communicate on 10YFP (and Programme) progress.
This includes: reporting against indicators and related annual monitoring to measure the progress on building capacities for the shift to Sustainable Consumption Programme patterns and ensuring linkages with the Sustainable Development Goals.
Participate in strengthening linkages between the 10YFP Board, National Focal Points and programmes, providing technical and coordination inputs on Resource efficiency, Climate Change, human well-being and related issues. This includes: ensuring linkages with relevant international, regional and national implementation mechanisms and initiatives fostering joint programming; and providing technical inputs to meetings, proposals, publications and outreach materials. Provide support to 10YFP national focal points and programmes in undertaking implementation processes including reporting, engaging relevant partners, and ensuring linkages with other 10YFP programmes. Participate in activities related to the 10YFP Trust fund: contributing to resource mobilization (identify donors e.g. national governments, the global environment facility (Global Environment Fund) and draft proposals); and reporting on substantive and financial progress internally and externally.
Performs other duties as required such as representing the 10YFP Secretariat in meetings,
providing backstopping support to other Programmes as needed, contributing to briefings and
promoting 10YFP work as deemed appropriate and participating in related missions.

Formation

Advanced university degree in environmental sciences, management, engineering, sustainable development, economics or planning, or a first university degree with a relevant combination of professional and academic qualifications.

Expérience professionnelle

At least five years of progressively responsible working experience in environmental projects/programme management is required.
Experience working with or for governments, intergovernmental organizations, NGOs, foundations or charities is required.
Demonstrated experience in analysing large quantities of data required.
Experience in indicators,monitoring and reporting is desirable.
Understanding of the methodologies and processes surrounding the UN Sustainable Development Goals is an asset.

Connaissances linguistiques

Fluency in written and spoken English is required; ability to work in other UN languages is an asset.

This is a temporary Job Opening. Appointment against this position is for an initial period of 364 days, a limited duration that does not carry any expectancy, legal or otherwise, of renewal.Notes:• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject
to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.• Subject to the funding source of the position, this temporary job
opening may be limited to candidates based at the duty station.• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.
