Result of Service

The National Consultant will work home-based under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The National Consultant will also work in close coordination with EU4Environment national focal points in Azerbaijan and an International Implementing Partner on EPR.

The National Consultant will make measurable contributions into preparation of a Gap Analysis Report on the draft packaging waste law in Azerbaijan; provide support in organization of the two consultation workshops; and make measurable contributions to the Recommendation Report to develop an EPR scheme for the packaging waste in Azerbaijan.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Offices help to implement global programmes in the regions, by initiating, coordinating and catalysing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

The EU-funded “European Union for Environment” (EU4Environment) aims to help the six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

Under the EU4Environment’s component 2.4 on the “Use of strategic approaches on waste management”, specifically under Activity 2.4.2: Initiating/assisting the establishment of EPR schemes, United National Environment Programme (UNEP) will support the partner countries in the establishment of the EPR schemes for the packaging waste stream through the provision of technical assistance, advisory services and capacity development/training to policymakers, procurement practitioners, businesses and business associations, as well as NGOs and other stakeholders.

Azerbaijan has already developed a draft law on the packaging waste. The next step for the country is to conduct a gap analysis, develop recommendations for the draft packaging waste law alongside a roadmap to establish an EPR system for the packaging waste in Azerbaijan. To this end, UNEP has already selected an International Implementing Partner to carry out the aforementioned tasks. However, the support of a National Consultant to work together with an International Implementing Partner is required for the successful completion of these tasks.

Under overall guidance of UNEP and in close cooperation with the Ministry of Environment and an International Implementing Partner, the National Consultant will conduct the following tasks:

i) Support an International Implementing Partner in collecting all information/documents required for the preparation of a Gap Analysis Report on the draft packaging waste law in Azerbaijan.

• Collate and provide necessary information/documents required for the preparation of a Gap Analysis Report to an International Implementing Partner. Prepare a summary of key documents on policy, legal and institutional structure for EPR for the packaging waste in Azerbaijan, and other relevant information is provided upon request from the international implementing partner and is to be translated or explained in English.
• Provide inputs/comments to the technical report to be developed by the international implementation partner.
• Provide outlines on key obstacles and challenges in the country and possible recommendations to strengthen existing EPR mechanisms and national capacity in applying EPR in Azerbaijan.
• All necessary information is to be translated or explained in English.
• Conduct an unofficial translation of the draft Gap Analysis Report from English into Azeri in MS Word format.

ii) Support an International Implementing Partner in organizing an inception consultation workshop with the key stakeholders to present the preliminary findings of a Gap Analysis Report on the draft packaging waste law in Azerbaijan.

• Provide assistance to prepare a PowerPoint Presentation on the findings of the draft Gap Analysis Report.
• Contribute to the PowerPoint presentation and provide translation of the PowerPoint presentation from English into Azeri.
• Assist the International Implementing Partner in preparation and dissemination of all necessary logistical materials, e.g. draft agenda, invitation letters, presentation materials and the workshop summary report (to be prepared in English in MS Word format, 3-5 pages), including participants list, a compilation of evaluation form for the participants. All materials for the national workshop and the workshop report are then to be translated from English into Azeri.
• Support UNEP and International Implementing Partner to better understand and acquire the viewpoints and feedback from various stakeholders in the workshop.
• All materials for the national workshop and the final workshop report are to be translated from English into Azeri.
• Conduct an unofficial translation of the draft Gap Analysis Report from English into Azeri.

iii) Support an International Implementing Partner in collecting all information/documents required for the preparation of the Recommendation/Roadmap Report to establish an EPR system for the packaging waste in Azerbaijan.

• Collate and provide all necessary information/documents required for the preparation of a Recommendations Report/Roadmap to establish an EPR system for the packaging waste in Azerbaijan. Provide summary of key documents on the existing waste management and other relevant information, e.g. critical issues to implementing an EPR system in Azerbaijan, as well as major stakeholders upon request from the international implementing partner and is translated or explained in English.
• Provide inputs/comments to the technical report to be developed by the international implementation partner.
• Draft outlines on key obstacles and challenges in the country and possible recommendations to strengthen existing EPR mechanisms and national capacity in applying EPR in Azerbaijan.
• All necessary information is to be translated or explained in English.
• Conduct an unofficial translation of the draft Recommendation Report from English into Azeri (MS Word format, 40-50 pages).

iv) Support an International Implementing Partner in organizing a national validation workshop with the key stakeholders to present the findings of the Gap Analysis and Recommendation Reports to establish an EPR system for the packaging waste in Azerbaijan.

• Provide assistance to prepare PowerPoint Presentations on the findings of the Gap Analysis and Recommendation Reports. Provide an unofficial translation of the PowerPoint presentation from English into Azeri.
• Assist the International Implementing Partner in the preparation and dissemination of all necessary logistical materials, e.g. draft agenda, invitation letters, presentation materials and the workshop summary report (to be prepared in English in MS Word format, 3-5 pages), including participants list, a compilation of evaluation form for the participants. All materials for the national workshop and the workshop report are then to be translated from English into Azeri.
• All materials for the national validation workshop and the final workshop report are to be translated from English into Azeri.
• Conduct an unofficial translation of the draft Gap Analysis and Recommendation Reports from English into Azeri.

v) Contribution into preparation of the Final Reports

• Support the International Implementing Partner to incorporate inputs and comments, as appropriate, from the Ministry of Environment, national focal points and relevant agencies in Azerbaijan, as well as UNEP technical experts.
• Provide unofficial translation of the final Gap Analysis and Recommendation Reports from English into Azeri in MS Word format

vi) Contribution into preparation of a regional analysis of the EPR schemes for the packaging waste in the EaP countries
• Support the International Implementing Partner to develop the regional analysis, where necessary, through liaising with the Ministry of Ecology and local authorities to gather necessary information and feedback

All materials prepared must be in full compliance with visibility requirement of EU4Environment project (UNEP will provide templates and ensure the compliance).

Qualifications/special skills

Skills: • Experience in development of national waste legislation, preparation waste management studies, reviews, sectoral recommendations, preparing regulatory impact assessment;
• Proven understanding of realities concerning waste management issues in Azerbaijan;
• Familiar with current status of the waste management in Azerbaijan;
• Experience in conducting market reviews, reports and assessments
• Excellent analytical and communication and reporting skills;
• Experience in engaging with policy makers and private sector:
• Excellent computer skills (MS Word, Excel, etc.);
Academic Qualifications: • University degree in the field of environmental science, environmental management, economics, waste management, engineering or a related field.
Experience: • Expert with at least 5 years of relevant experience in the area of strategic waste management, sustainable development and circular economy, policy drafting and analysis in the field of environment and waste management, extended producer responsibility (EPR) and other related fields;
• Knowledge of the principles of circular economy, waste management, and Extended Producers Responsibility (EPR) is required.
• Proven experience in dealing with diversified entities encompassing government agencies, development partners, donor organizations.
Language: • Language requirements: fluency in English and Azerbaijani is required.
