Result of Service

The National Consultant will work under the overall guidance of the Project Manager and in consultation with the international implementation partner and EU4Environment National Focal points. The National Consultant is reporting to and will be evaluated by UNEP Europe Office Climate Change and Resource Efficiency programme coordinator in Geneva.
The National Consultant will make measurable contributions in supporting the International Implementing Partner on EPR to conduct a technical review on the existing EPR mechanisms and further opportunities in Belarus for the packaging waste to improve the performance of the existing system.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Offices help to implement global programmes in the regions, by initiating, coordinating and catalysing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

The EU-funded “European Union for Environment” (EU4Environment) aims to help the six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

Under the EU4Environment’s component 2.4 on the “Use of strategic approaches on waste management”, specifically under Activity 2.4.2: Initiating/assisting the establishment of EPR schemes, United National Environment Programme (UNEP) will support the partner countries in the establishment of the EPR schemes for the packaging waste stream through the provision of technical assistance, advisory services and capacity development/training to policymakers, procurement practitioners, businesses and business associations, as well as NGOs and other stakeholders.

Belarus has already introduced the EPR principles for the packaging waste in 2012. The next step for the country is to conduct a technical review on the existing EPR mechanisms and further opportunities in Belarus for the packaging waste to improve the performance of the existing system. To this end, UNEP has already selected an International Implementing Partner to carry out the aforementioned task. However, the support of a National Consultant to work together with an International Implementing Partner is further required.

The National Consultant will work home-based under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The National Consultant will also work in close coordination with EU4Environment national focal points in Belarus and an International Implementing Partner on EPR.

Under overall guidance of UNEP and in close cooperation with the Ministry of Environment and an International Implementing Partner, the National Consultant will conduct the following tasks:

i) Support an International Implementing Partner in collecting all information/documents required for the preparation of the detailed Technical Report on the current status of the EPR schemes for the packaging waste in Belarus

• Collate and provide necessary information/documents required for the preparation of the detailed Technical Report to an International Implementing Partner. Prepare a summary of key documents on policy, legal and institutional structure for EPR for the packaging waste in Belarus, existing waste management and other relevant information upon request from the International Implementing Partner, i.e. political situation, legal and regulatory framework, corruption, geographical conditions, etc.
• Provide information on existing waste management situation: i) General waste management structure; ii) financing of waste management; iii) recycling of packaging waste; iv) technical infrastructure used to collect, sort, and recycle the generated waste; v) controlling and monitoring; vi) experiences and data availability; and other relevant information upon request from the international implementing partner and is translated or explained in English.
• Provide outlines on key obstacles and challenges in the country and possible recommendations to strengthen existing EPR mechanisms and national capacity in applying EPR in Belarus.
• All necessary information is to be translated or explained in English.
• Conduct an unofficial translation of the draft detailed Technical Report from English into Russian in MS Word format.

ii) Support an International Implementing Partner in organizing an inception consultation workshop with the key stakeholders to present the preliminary findings of a detailed Technical Report on the existing EPR mechanisms for the packaging waste in Belarus

• Provide assistance to prepare a PowerPoint Presentation on the findings of the first draft Technical Report. Provide an unofficial translation of the PowerPoint presentation into Russian.
• Assist the International Implementing Partner in the preparation and dissemination of all necessary logistical materials, e.g. draft agenda, invitation letters, presentation materials and the workshop summary report (to be prepared in English in MS Word format, 3-5 pages), including participants list, a compilation of evaluation form for the participants. All materials for the national workshop and the workshop report are then to be translated from English into Russian.
• All materials for the national workshop and the final workshop report are to be translated into Russian.
• Conduct an unofficial translation of the first draft Technical Report from English into Russian.

iii) Support an International Implementing Partner in organizing a national validation workshop with the key stakeholders to present the findings of a detailed draft Technical Report on the existing EPR mechanisms for the packaging waste in Belarus

• Provide assistance to prepare a PowerPoint Presentation on the findings of the Technical Report.
• Organize and facilitate the stakeholder’s national validation workshop in Belarus.
• Contribute to the PowerPoint presentation and provide unofficial translation of the PowerPoint presentation into Russian.
• Assist the International Implementing Partner in the preparation and dissemination of all necessary logistical materials, e.g. draft agenda, invitation letters, presentation materials and the workshop summary report (to be prepared in English in MS Word format, 3-5 pages), including participants list, a compilation of evaluation form for the participants. All materials for the national workshop and the workshop report are then to be translated from English into Russian.
• All materials for the national workshop and the final workshop report are to be translated into Russian.
• Conduct an unofficial translation of the draft Technical Report from English into Russian.

iv) Contribution into preparation the Final Technical Report

• Support an International Implementing Partner to incorporate inputs and comments, as appropriate, from the Ministry of Environment, national focal points and relevant agencies in Belarus, as well as UNEP technical experts
• Provide unofficial translation of the final detailed Technical Report on the current status of the EPR schemes for the packaging waste in Belarus from English into Russian in MS Word format, 50-70 pages.

v) Contribution into preparation of a regional analysis of the EPR schemes for the packaging waste in the EaP countries

• Support the International Implementing Partner to develop the regional analysis, where necessary, through liaising with the Ministry of Ecology and local authorities to gather necessary information and feedback

All materials prepared must be in line with the graphic identity of the EU4Environment project (logos will be provided by UNEP).

Qualifications/special skills

Skills: • Experience in development of national waste legislation, preparation waste management studies, reviews, sectoral recommendations, preparing regulatory impact assessment;
• Proven understanding of realities concerning waste management issues in Belarus;
• Familiar with current status of the waste management in Belarus;
• Experience in engaging with policy makers and private sector;
• Experience in conducting market reviews, reports and assessments
• Excellent analytical and communication and reporting skills;
• Excellent computer skills (MS Word, Excel, etc.);
Academic Qualifications: • University degree in the field of environmental science, environmental management, economics, waste management, engineering or a related field.
Experience: • Expert with at least 5 years of relevant experience in the area of strategic waste management, sustainable development and circular economy, policy drafting and analysis in the field of environment and waste management, extended producer responsibility (EPR) and other related fields;
• Knowledge of the principles of circular economy, waste management, and Extended Producers Responsibility (EPR) is required.
• Proven experience in dealing with diversified entities encompassing government agencies, development partners, donor organizations.
Language: • Language requirements: fluency in English and Russian is required.
