Org. Setting and Reporting

These positions are located in the Engineering Support Section, Logistics Division, in the Office of Supply Chain Management, Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away- from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Umoja Coordination Service and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Engineers are responsible for applying standard architectural and engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required for peacekeeping and other United Nations field missions. Engineers at this level normally carry out portions of more complex projects assigned to a senior engineer. These two engineer positions are responsible for identifying all issues associated with facilities provision for women with the goal of improving its design and quality to enhance their recruitment and retention in field missions.

The positions will be supervised and directed by Engineering Support Section in Headquarters, reporting to the Chief of the Elsie Initiative Unit.

Responsibilities

Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties:

• Applies commonly used architectural and engineering calculations, practices and precedents in completing portions of larger projects related to the space planning, camp layouts, design, construction, or repair of camps, buildings, roads, bridges, airfields, and other related structures and activities in the field in the specific area of enhancing women’s facilities issues.
• Plans and designs specifications for projects, including preparing scope of requirements, technical specifications, bills of quantities and coordinating the preparation of tender documents for various engineering projects. Produces cost data and estimates on engineering-related requirements of current and planned projects.
• Works with each field mission to determine requirements to meet gender parity strategy objectives. Conducts preliminary site investigations and surveys field missions on status of facilities relative to requirements.
• Prepares design layouts for smaller or less complex portions of buildings and facilities focused on gender related issues.
• Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
• Estimates costs of renovation of buildings, facilities and systems to determine feasibility.
• Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.
• Conducts investigations to develop improved designs and construction techniques related to women’s facility issues.
• Produces cost data and estimates on engineering-related requirements of current and planned field missions.
• Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources.
• Drafts requirements to amend or adjust existing systems contracts to provide engineering solutions for the field. Assess and draft requisitions for new systems contracts where required. Conducts research on development of new technical systems, and follow development to identify improved methods and equipment;
• Performs other related duties.

Education

Advanced university degree (Master’s degree or equivalent degree) in engineering, architecture or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in designing architectural and/or engineering projects in support of field operations, or other similar international organization is required.
• Experience in drafting architectural and engineering project documents is required.
• Experience using Microsoft Project is required.
• Experience using AutoCAD/Revit or equivalent is desirable.
• Experience in engineering with a focus on designing facilities and infrastructure specifically for women is desirable.
• Experience in developing technical specifications for construction, goods and services in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable.
• Experience working with business intelligence systems and data analysis tools is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• These positions are temporarily available as soon as possible through 31 March 2022, with a possibility of an extension. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
