Org. Setting and Reporting

This position is located in the Research and Liaison Unit (RLU) of the United Nations Operations and Crisis Centre (UNOCC). The incumbent reports to the Deputy Director of UNOCC and manages the RLU.

The RLU delivers cross-pillar analysis, research, and data-driven services that help integrate peace and security, humanitarian, sustainable development, human rights and operational perspectives.

The UNOCC is a cross-pillar information hub that provides global situational awareness and crisis management support to UN leadership, and facilitates senior-level decision-making. It is a multi-party entity reporting to the ASG for Strategic Coordination of the Executive Office of the Secretary-General (EOSG) and operationally positioned under the Office of the Director for Coordination and Shared Services (ODCSS) between the Department of Political and Peacebuilding Affairs (DPPA) and the Department of Peace Operations (DPO).

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

• Prepares and coordinates the production of evidence-based integrated analysis and analytical reports, papers and products that effectively integrate peace and security, humanitarian, sustainable development, human rights and operational perspectives in support of senior-level decision-making (including members of the Secretary-General’s Executive Committee and Deputies Committee).
• Translate organizational needs into analytics and reporting requirements to support decisions, strategies and action with data and information.
• Ensures the accurate and timely dissemination of UNOCC’s analytical products.
• Identifies, analyzes, and interprets trends or patterns in information from internal and open sources that relate to UN field operations and emerging global crises, including using machine learning techniques and statistical methods, and delivers assessments.
• Oversees and allocates resources to integrated analysis, including the building of data-driven analysis, reporting and quality control capabilities.
• Collaborates with colleagues across the UN System to identify integrated analysis and data analytics needs and support data-driven projects.
• Ensures technically sound execution of research and data analytics projects.
• Conducts backstopping functions for peacekeeping missions’ Joint Mission Analysis Centres (JMACs) and equivalent analysis centres in Special Political Missions, including coordination of JMAC trainings and Chiefs of Analysis Units global meetings.
• Meets regularly with operational teams, including UN staff, national officials as well as Military and Civilian Police officers to share information and ensure integrated analysis and recommendations.
• Carries out, in consultation with the Deputy Director, administrative functions relating to the staff planning, budgeting and support to process improvement mechanisms.
• Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, economics, information management, law, public administration or other related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in applied integrated analysis, data-driven research, analytics or information management in international affairs is required.
Experience in using data to advance decisions, strategies and their execution is required.
At least two years of experience in a UN peacekeeping, humanitarian, development field operation or similar setting is desirable.
Experience in cross-pillar coordination or senior leadership support in a UN operation or similar setting is desirable.
Experience with self-service analytics and data visualization applications is desirable.
Experience with database or programming languages is desirable.
Experience in team management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for six months, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
