Expected duration

The total duration will be 9 months, starting on 20 May 2021 and ending on 19 February 2022.

Duties and Responsibilities

The consultant will continue and expand the development of the joint portal providing access to information published by regional centres. The consultant will also continue and expand the development of the online catalogue of alternatives, as required by Parties under joint activity 25 of the programme of work for the biennium 2018-2019 and that is carried over in the 2020-2021 biennium. Under this activity, the parties to the conventions requested the Secretariat to:

1. Work with the regional centres of the Basel and Stockholm Conventions, including the regional centre in Barcelona, and / or the regional centre in Samoa, and / or the regional centre in South Africa, to setup a mechanism to automatically retrieve information that they are willing to share;
2. Further enhance the functionalities of the clearing house mechanism and of the regional centres’ web portal protype to be able to retrieve and provide access to information made accessible by regional centres;
3. Further enhance the functionalities of the clearing house mechanism to be able to cross-link information on alternatives published by regional centres to be included in the online catalogue on alternatives;
4. Further enhance the functionalities of the clearing house mechanism to be able to cross-link information between the regional centres’ web portal, the online catalogue on alternatives and the chemical profiles web section.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required.
Experience: At least five years of proven experience in computer programming, database design and data analysis from complex databases are required for this consultancy. Proven experience in system's analysis and design, computer programming, including advanced programming skills in MS VB or C# for .NET platform, using MS SQL Server databases, and OData restful web services is required. Experience in the development and configuration of web applications using JQuery, Kendo UI, websites content management systems such as DotNetNuke, and good understanding of latest web technologies such as HTML 5 and CSS.3 is also required. Experience in the development and configuration of web applications using PHP and MySQL is desired. Experience in working with international organizations dealing with environmental issues is desired.
Language: Fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
