Result of Service

The services of the consultant will result in a final report on artisanal mining and sustainable agriculture in Burkina Faso. The report will advance knowledge in Burkina Faso about the impact of artisanal gold mining on the agriculture sector and will identify policy options to transition to sustainable artisanal mining and agriculture practices.

The work of the consultant will also contribute to the realisation of the following outcomes of the PAGE EC Project:
PAGE Outcomes 1, 2, 3 implemented at country level: Country level activities implemented by UNEP directly.

PAGE Outcome 4 implemented by UNEP directly: global knowledge creation and knowledge sharing activities; outreach and communication: Outcome 4 implemented by UNEP directly.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the voice for the environment within the United Nations system. UN Environment Programme acts as a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the global environment. UNEP's Economy division plays a leading role in the Green Economy Initiative (GEI), launched by UNEP in 2008. The GEI aims to transition national economies onto a new path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services.

The Partnership for Action on Green Economy (PAGE) is a multi-year interagency programme, implemented jointly by UNEP, the International Labour Organization (ILO), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR) and the United Nations Development Programme (UNDP). PAGE responds to paragraph 66 of the Rio+20 outcome document "The Future We Want", which calls upon the UN system to support countries interested in pursuing green economy policies. The partnership supports nations and regions in reframing economic policies and practices around sustainability to advance the 2030 Agenda, to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. PAGE is currently supporting 20 countries and UNEP has activities in all 20 PAGE countries. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP.

PAGE began its work in Burkina Faso in 2014 and has worked closely with the government to provide support for inclusive green economy in the country. At the national level, PAGE has supported the development of the National Green Economy Strategy (SNEV), which serves as the backbone for Burkina Faso’s inclusive green economy transition. Building on this momentum, PAGE has supported thematic policy reform in the areas of green industry and sustainable trade and is working to integrate green economy principles into Sector Budget Programmes. PAGE is also building national capacities around green economy, green industry, green entrepreneurship, sustainable agriculture, sustainable trade and green fiscal policies.

In this context, PAGE has received a request for technical support from the Secrétariat Permanent de la Coordination des Politiques Sectorielles Agricoles (SPCPSA) composed of representatives from following Rural Sector Ministries and Research: Environment, Green Economy and Climate Change; Agriculture; Water and Animal Resources. The SPCPSA requested a study to assess the positive and negative impacts of artisanal mining on activities in the agriculture sector and identify policy options to promote sustainable artisanal mining practices compatible with sustainable development of the agriculture sector in the transition to an inclusive green economy.

Under outcome 4 of PAGE the consultant will support stakeholders’ access to knowledge for advancing an inclusive green economy. The specific objective of this consultancy is to provide copy editing and proof reading in order to finalise a technical study on artisanal gold mining and sustainable agriculture in Burkina Faso.

The Resources and Markets Branch does not possess this expertise in house and needs to seek for outside assistance.


• Review and edit the 60-page full Report for content and flow
• The editor will be responsible for editing the Report’s chapters and narrative sections with a view to ensure clarity and continuity of the argument and political focus of the report; clarity of structure and core themes of the report; internal consistency, both analytical and stylistic
• Align Content page numbering with body of document
• The technical editing and copy-editing will concentrate on flow and clarity of argument, sequencing, consistency, especially between text and tables and figures and integration of text and boxes, content errors, style and punctuation, spelling and grammar
• The copyeditor shall ensure that the statistical data used and referenced in the text are consistent with the data in the respective tables, figures, charts and maps, as well as with the indicator tables
• Consult with UNEP on any proposed changes and incorporate those changes
• Final copy editing and proofread the 60-page document
• Insert references either footnote of bibliography as per the global standards; and
• Deliver outputs in a timely fashion.

Qualifications/special skills

Skills: • Good communication skills, both verbal and written, including the ability to write clearly and concisely on technical, socio-economic and fiscal topics.
• Proven professional level writing skills.
• Excellent conceptual, analytical, and critical thinking skills.
• Proven ability to analyse and communicate complex information to a wide audience.
• Ability to establish an effective professional relationship with people of various origins.
• Ability to work under pressure and meet deadlines.
• Commitment to respect the values advocated by the United Nations. 
Academic Qualifications: • University degree in French language or equivalent
Experience: • Five years of experience as a copy-editor of strategy documents, public policy and / or other types of corporate communication is required
• Technical knowledge specific to Green Economy will be considered a strong asset
• Experience in communication and writing of public policy
• Proven, extensive experience editing, compiling copy for a range of audiences
Language: • English and French are the working languages of the United Nations Secretariat. For the post advertised, proven experience in editing in French is required.
