Result of Service

The consultant will support the Secretariat of the Minamata Convention for specific meeting support services to a number of specific areas of work across the Secretariat in the run-up and execution of the Fourth Meeting of the Conference of Parties. The consultant will work under the overall supervision of the Executive Secretary and the daily supervision of the Secretariat staff according to their area of responsibility and as specified under tasks and responsibility.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat functions of the Convention are performed by the UNEP. This post is located in the Secretariat of the Minamata Convention in Geneva.

Under the overall supervision of the Executive Secretary and daily supervision of the staff responsible for a given area of work, the individual contractor will perform the following tasks:

a) Online platforms (daily supervision by Communications and Knowledge Management Officer).

Provide technical support to the use of suitable and decided online platforms for intersessional meetings, pre-COP meetings and budget online forum, and online segment of COP-4 including meetings of the COP-4 Bureau and of a budget contact group. More specifically:

-Defining platform needs: help the Minamata Convention Secretariat to finalize the specification of needs and features according to UN standards and procurement decisions.
-Integration with the Registration management system and meetings technical structure: support, in coordination with external partners, the interoperability access to meeting platforms from the registration management system, and implement the settings for the agreed meeting platforms following features and requirements (interpretation, number of speakers, streaming sessions, etc.)
-Guidance and training material: prepare guidance documentation for internal staff operating the meeting platforms and training material addressed to staff, Parties and other stakeholders participating in the COP-4 online segment and preparatory meetings.
-Help meeting participants before and during the COP in technical aspects, including setting up a test session and providing feedback when needed.

b) Online segment of COP-4 registration management.

Support registration of participants to the online segment of COP-4, preparation of participants lists and related documentation, and archiving, including with respect to credentials, (in cooperation with external partner).

c) Logistical support to the organization of pre-COP meetings and consultations.

Online regional preparatory meetings in advance of the online segment of COP-4 (daily supervision by Legal/Programme Officer):
-Meeting correspondence support: Drafts e-mail and other correspondence; Manages the general inbox for all correspondence related to the regional preparatory meetings to be organized during the months of September and October 2021 for the Asia Pacific, Africa, Central Asia and Eastern Europe, and Latin American and Caribbean regions.
-Logistical meeting support: Provide full support for the online regional meetings.
-Meeting registration support: Provide specific support to manage registrations, participant lists and related documentation, and archiving, in preparation for the online regional meetings.
-Draft presentations on assigned topics/activities and support the conduct of online regional meetings.

Online budget consultations (daily supervision by Administrative Officer):
-Assist with identifying and purchasing the online budget platform as well as the platform to be used for the budget information sessions (September and October 2021);
-Schedule and send out invitations for the budget information sessions;
-Assist with grouping and keeping track of questions and answers in the online platform and assist delegates with technical issues
-Assist with monitoring the Secretariat mailboxes for questions related to budget and contributions and helps with answering simple requests such as for receipts and statements and directs more complex issues to the staff concerned;
-Assist with monitoring the budget information sessions (such as raise of hands etc.), with taking notes and assist with any technical issues arising.

d) Logistical support to online intersessional meetings and other COP-4 related tasks (daily supervision by Senior Policy Coordination Officer):

Logistical support to the organization of online intersessional meetings in the run-up to COP-4, including, intersessional meetings of technical and scientific work stream, information meeting on the amendments to the Convention`s annexes A and B, Minamata Online, and briefings on reporting under Article 21 of the Convention. This involves:

-Meeting correspondence support: Manages the general inbox for all correspondence related to intersessional meetings, pre-COP meetings, and the COP-4 meeting taking place in two parts;
-Meeting registration support: Provide specific support to manage registrations, participant lists and related documentation, and archiving for intersessional meetings;
-Meeting conduct support: Manages participants, connection trouble-shooting, etc.
Meeting submission support: Manage online and shared drive folders for all submissions, and other related documents, including compilation documents of submissions and notifications received for intersessional meetings and the COP-4 meeting taking place in two parts;
-Data extraction and compilation support: Provide support to mine data (including submissions, notifications, other sources as needed) for documents and other information and communication products to support intersessional meetings, pre-COP meetings, and the online segment of COP-4.

Qualifications/special skills

Academic Qualifications: Advanced University degree (Master's degree or equivalent) in international relations, international environmental law, political sciences, economics, business administration, sustainable development or related area.
Experience: A minimum of two years of experience in programme / administrative services, e.g. secretariat clerical, finance, programme assistance is required. Prior experience with the UN System, in particular in a secretariat of a multilateral environmental agreement, is an asset. Prior experience to provide UN meeting support services is strongly encouraged.

Fully proficient computer skills, use of web-based platforms and relevant softwares e.g. word processing, PowerPoint, Excel, internal databases, Internet, online meeting platforms, etc.
Language: For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
