Result of Service

The ultimate result of the services is a updating a draft study report on access to green finance by SMEs in Mauritius and to offer recommendations on which actions can be taken up to respond to the local context to enhance access to green finance by SMEs, including a time frame for implementation of the recommendations. In delivering this result, the consultant will engage SMEs, financial institutions and government officials in Mauritius to ensure the draft report is updated as per the feedback received and produce a final report.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The United Nations Environment Programme Finance Initiative (UNEP FI) is the strategic partnership between the United Nations and over 300 banks, insurers and investors. For over 28 years UNEP FI has been shaping and driving the international sustainable finance agenda, setting global standards and growing a global network of leading financial institutions. Through its work-streams and regional activities, peer learning, methodology development, training and research, UNEP FI carries out its mission to help the financial industry align with and contribute to the Sustainable Development Goals and with that take on the crucial role it must play in achieving a sustainable future.

UNEP FI needs a consultant to work on an ongoing study on access to green finance by SMEs in Mauritius.

In this role, the consultant will –
• Review existing draft report and feedback received from key stakeholders
• Conduct follow-up consultations with SMEs to uncover the green finance related challenges being faced by SMEs in Mauritius, per feedback on the draft report
• Research on and provide best practice examples from other countries to enhance the study and to allow for good comparison of existing gaps as well as areas for reform
• Make recommendations on which actions can be taken up to respond to the local context to enhance access to green finance by SMEs in Mauritius
• Propose a time frame for implementation of recommendations and, if possible, an estimated cost structure for implementation
• Update the draft report ensuring stakeholder feedback is addressed to produce the final study report
• Undertake consultation with relevant stakeholders and organize launch/awareness campaign strategy of the final study report.

The objective is to deliver a final report that effectively addresses stakeholders’ feedback on a draft report that analyses access to green finance by SMEs in Mauritius. The final report includes offering recommendations on which actions can be taken up to respond to the local context to enhance access to green finance by SMEs, including a time frame for implementation of the recommendations.

Output expectations and performance indicators:

• A complete final report that addresses the feedback received from key stakeholders, especially government officials, from syndication of an earlier draft report

• The final report should include:
- Challenges faced by SMEs in accessing green finance
- Best practice examples from other countries
- Recommendations o actions to be taken to respond to the challenges
- Proposed timeline for implementation of recommendations
- Well-coordinated communications on launch of the report
- A planned launch event for the report

Specific tasks and responsibilities
• Review existing draft report and feedback received from key stakeholders
• Conduct follow-up consultations with SMEs to uncover the green finance related challenges being faced by SMEs in Mauritius, per feedback on the draft report
• Research on and provide best practice examples from other countries to enhance the study and to allow for good comparison of existing gaps as well as areas for reform
• Make recommendations on which actions can be taken up to respond to the local context to enhance access to green finance by SMEs in Mauritius
• Propose a time frame for implementation of recommendations and, if possible, an estimated cost structure for implementation
• Update the draft report ensuring stakeholder feedback is addressed to produce the final study report
• Undertake consultation with relevant stakeholders and organize launch/awareness campaign strategy of the final study report.

The consultant shall be under the overall supervision of the Head, Economic and Fiscal Policy Unit, Resources and Market Branch, UN Environment and report directly to the UNEP FI Membership & Regional Coordination Manager.

Qualifications/special skills

Skills: The successful candidate should have strong analytical and programme management skills, excellent spoken and written communication skills; should be able to carry out manage multiple projects and activities in an organised and timely manner; and should be a team player and able to communicate and interact effectively with various internal and external stakeholders in the private and public sectors, across multiple cultural and professional backgrounds.

Academic Qualifications: A first-level university degree in economics, finance, business, development economics, environmental/sustainability issues, international relations, or related fields.

Experience: A minimum of two years of progressively responsible experience preferably in research, economics, or the finance sector in Africa and/or organisations involved in promoting green finance, and/or SMEs business operations in Africa. Prior experience at the international level is advantageous. Proven experience in research work is required.

Language: English is the working language of the UNEP FI Secretariat, so oral and written fluency in English is required. Fluency in other languages, particularly official UN languages, is highly desirable.
