Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is co-located in the Regional office for Asia and the Pacific and reports to the Chief of Section, Communications, Advocacy, Knowledge Management and ICT, located in Geneva. The
incumbent is responsible to develop, implement, monitor and improve UNDRR information systems, tools, technologies and data usage.


Within limits of delegated authority, the Head of the ‘Information Design & Technology Solutions’ (IDTS) unit is responsible for the following duties:

- Leads, plans and provides expert advice on the use of information technology (IT) to enhance the efficiency and streamlining of UNDRR’s programme of work.
a) Develops IT strategies to increase the organization’s efficiency and the quality of digital products and tools offered to internal and external stakeholders.
b) Leads the development of evidence-based documents, technical analysis, recommendation reports and feasibility studies on IT matters.
c) Aligns the organization’s IT infrastructure and product architecture with its strategic priorities within UN rules and regulations, in particular by identifying the need for new systems or by bringing modifications to existing systems.
d) Enhances UNDRR’s business processes with technology by making them more efficient, convenient, effective and reliable.
f) Leads IT procurement exercises and assists administration by identifying options, vendors and contractors that offer the best solutions and services.
h) Contributes to the managerial functions of UNDRR by preparing briefs, reports, studies and work plan proposals to achieve organizational successes related to IT functions.

- Plans and manages the design and development of complex information systems such as internal and external web portals, data systems and knowledge management platforms and information management projects.
a) Liaises with Programme Officers and users on all aspects of work, and during all phases of design and development.
b) Proposes recommendations to management for further prioritization of projects.
c) Monitors project progress against plans, milestones, time and cost estimates, metrics and performance measures and reports to management.
d) Supports development of UNDRR’s data strategy and roll-out e) Serves as the main liaison and represents the IT Team in various internal and external committees and review bodies as required.
f) Serves as the main IT liaison for vendors and other UN agencies that provide services to UNDRR.

- Oversees the IDTS unit, prioritizing and supervising work to deliver products aligned to UNDRR’s strategy in a timely manner.
a) Oversees maintenance of UNDRR ICT and data systems, ensures business continuity planning is up to date and guides implementation of regular data and systems safety and security initiatives.
b) Provides leadership, guidance and mentoring for staff, fosters teamwork and improved communications among all members of the team.
c) Supervises all aspects of design and technology work and ensures adherence to standards and processes. Delegates tasks as necessary.
d) Prioritizes work packages and monitors individual progress against plans and milestones.

- Carries out other duties as required by the Chief of Section.


- Knowledge of systems design, and development, management, implementation and maintenance of complex information systems.
- Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters.

Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, administration, public information or related field is required. A first level university
degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Project management certification (PRINCE2 Practitioner, PMP or equivalent) is desirable. IT Service management certification (ITIL or equivalent) is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience, including in the private sector, in planning, design, development, implementation and maintenance of IT standards and processes, information systems, including websites, digital assets and knowledge platforms or related area, is required.
Experience in carrying out administrative functions within the United Nations System or a comparable international organization, including preparation of budget/cost estimates, procurement of IT services along with contract management, is desirable.
Experience in the recruitment and management of staff is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.


Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
