Result of Service

The mission will result in measuring and reporting on the current organizational ecological footprint of UNDRR, delivering a sustainable methodology for systematic measurement of ecological footprint and its associated tools for Headquarters and regional offices.

This exercise will result in the production of a context analysis and report, a detailed methodology and tool kit, as well as a set of recommendations focusing on measures to take for reducing the organizational ecological footprint of UNDRR.

Background information

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework
and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

UNDRR aims to further participate to environmental protection and climate change adaptation through the review of its business processes and the implementation of efficient measures to reduce its carbon footprint.

Mission and objectives:

As an initial step in its engagement for environmental protection and carbon footprint reduction, UNDRR aims to map its organizational practices and to measure its current and future ecological footprint, including calculation of emissions produced by air travel, electricity, water consumption and procurement processes.
The mission also includes the development of methodologies for institutionalizing measurement of ecological footprint for Headquarters as well as regional offices.

Duties and responsibilities:

The consultant will be responsible for mapping the organizational practices of UNDRR, identifying the sources of ecological impact, and measuring the current footprint generated by the organization.

The consultant will be responsible for defining, testing and proposing a methodology which will be institutionalized by UNDRR for systematic measurement of organizational ecological footprint by Headquarters and regional offices. The consultant will include, present and test relevant tools which will ensure qualitative and quantitative monitoring of the ecological footprint of the organization.

The assignment will entail desk reviews and consultations in order to assess existing practices and identify the most adapted solutions for UNDRR. In particular, the consultant will analyze the current alignment of UNDRR practices with the overall UN Initiative “Greening the Blue” and identify the elements of the initiative which would be implemented by UNDRR as a first step of actions. The assignment will also include interviews of UNDRR relevant staff and analyze of current practices in terms of travels, office management and procurement processes. These activities will be carried out virtually. The consultant will conduct a thorough desk review/research of available measures and actions which would be implemented by UNDRR for reducing its ecological footprint.

The consultant will work in close collaboration with the UNDRR internal working group on Environment, as well as any relevant Departments within UNDRR. The assignment also includes interactions and presentations to the senior management of UNDRR.

The consultant will beforehand receive all necessary information, background documents.

The consultant will report to the Environment Working group, through its representative.

Qualifications/special skills

Academic qualifications: Advanced university degree (Master's degree or equivalent) in environmental sciences, climate change adaptation, business administration or related area is required. A first-level university degree in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of seven years of working experience in the field of climate change adaptation, sustainable development, or related areas is required. Experience in working on business processes and change process is an asset.

Language: Fluency in English is required.

Outputs/Works Assignment

Building on the previous work of the Working Group and with continuous cooperation, the consultant will:
- Map out organizational practices in terms of measurement of the organizational ecological footprint, namely from other UN agencies (such as Greening the Blue) and other cooperation organizations, including calculation of emissions produced by air travel, electricity, water consumption and procurement processes.
- Assess current organizational ecological footprint of UNDRR and provide concrete recommendations to reduce it, including timeline, monitoring and reporting scheme for UNDRR on global level.
- Carry out the review of UNDRR regional offices and HQ. The process should take into consideration their specific situation given the geographical and cultural circumstances and seek involvement and ownership of staff. Develop concrete recommendations targeted to each specific region, supporting and in line with global UNDRR recommendation. The review should include timelines, monitoring schemes and define and describe benefits and risks linked to those recommendations.
- Define and present a UNDRR methodology to measure organizational ecological footprint in consultation with internal working group on Environment, as well as any relevant departments within UNDRR, including the regional offices.
- Develop tools for the application of the methodology in consultation with internal working group on Environment, as well as any relevant departments within UNDRR, including the regional offices.
- Define operation procedures for the application of the methodology, including the integration of tasks related to its application in existing functions and the mechanisms to enhance accountability of UNDRR efforts to reduce its ecological footprint.
- Submit a final report that would include the recommendations for UNDRR organization as a whole, recommendations for each regional office; recommendations for implementation, resource allocation, monitoring and reporting.
- Prepare presentations for senior management meetings.
- Prepare a short communication brief about the suggested recommendations.
