Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

UNEP's Policy and Programme Division performs strategic planning, coordination and monitoring of UNEP's programmes as well as coordinates UNEP's engagement with the wider UN system and global processes. The Programme Management Officer reports to the Head of Programme Coherence and Assurance Unit.

Responsibilities

Project Review Cycle:

Participates in the Project Review Committee and provides assessment of projects at different stages. Applies results based management approach and tools to review project documents.

Manages secretariat services for UNEP's programme and project review processes.

Provides guidance and advise to project managers: analyzing project risk and other challenges and assisting in application of UNEPs standards.

Identifies lessons learned from the programme and project review process and makes recommendations for areas of improvement or management action.

Coordinates activities related to the project review committee and its processes at different stages, liaising with staff across the organization ensuring all relevant informants and stakeholders are involved in the process.

Programme/project management:

Participates in the development, implementation and evaluation of assigned programmes/projects, monitors and analyzes programme/project development and implementation; reviews relevant documents and reports: identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.


Data review and analysis:

Researches, analyzes and presents information gathered from diverse sources.

Contributes to policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.


Administrative and Meetings management:

Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.

Undertakes outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities.

Other Duties:

Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, environment, economics, or a related field is required. A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

Experience in results-based management and quality assurance of project design and implementation, monitoring and reporting is required.
Experience in the United Nations system or other comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is an added advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
