Result of Service

Under the supervision, and day to day management of the ICCWC Coordinator, the ICCWC Support officer will:

• Draft and prepare documents and reports for the successful implementation of activities under the ICCWC Strategic Programme;

• Liaise with ICCWC partners (INTERPOL, UNODC, WBG and WCO), and Parties, as appropriate.

• Assist in the preparation of briefing papers, information documents and documentation on ICCWC for the 74th meeting of the CITES Standing Committee
(SC74) and the 19th meeting of the CITES Conference of the Parties (CoP19);

• Review and provide technical input to relevant reports (e.g. reports on the implementation of the ICCWC Wildlife and Forest Crime Analytic Toolkit, etc.);

• Support the development of ICCWC Roadmaps and CITES-led activities to be delivered in collaboration with ICCWC partner agencies (e.g. CITES Timber
Task Force, Central and West Africa decisions coordination and delivery).

• Provide technical input and where appropriate, support or participate in relevant ICCWC activities led by partner organizations;

• Preparation and distribution of documents as may be required prior to and after ICCWC related meetings;

• Participate in conference calls of the ICCWC Senior Experts Group (SEG) and Technical Expert Group (TEG), compile notes, prepare minutes, and
provide support to relevant follow up activities as required;

• Support the ICCWC Coordinator with the preparation of agreements and arrangements for relevant events and activities of the CITES Secretariat;

• Prepare, review and update, as appropriate, presentations and other materials on ICCWC (e.g. hand-outs, leaflets, etc.), to be used during workshops and

• Support the ICCWC Coordinator with various tasks as required, including drafting, reviewing, or coordinating input on various written outputs, e.g.
background papers, analysis, sections of reports and studies, inputs to publications, etc;

• Participate or coordinate participation to relevant webinars, workshops, seminars, on assigned topics/activities, including provision of technical support and
training to government officials and other parties and drafting summaries, etc;

• Prepare and update ICCWC visibility materials and supports the implementation of the ICCWC Communications and Visibility Strategy;

• Support the review, update and maintenance of the ICCWC webpage;

• Perform other duties as required by the CITES Secretary-General, the Chief of the Enforcement Unit or the ICCWC Coordinator.

Work Location

Geneva. Remote location on temporary basis due to COVID Restrictions.

Expected duration

6 months (15 August 2021 – 14 February 2022) with the possibility of a short-term extension.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival ( The CITES Secretariat is administered by UNEP and is located at the Geneva duty station.

The International Consortium on Combating Wildlife Crime (ICCWC) is the collaborative effort of the CITES Secretariat, INTERPOL, the United Nations Office on Drugs and Crime (UNODC), the World Bank Group (WBG) and the World Customs Organization (WCO). Its aim is to strengthen criminal justice systems and provide coordinated support at national, regional and international level to combat wildlife and forest crime. The main objective of the consultancy is to support the implementation of activities related to the implementation of the ICCWC Strategic Programme (, the ICCWC Vision 2030 (under development) and related CITES Resolutions and Decisions implemented through ICCWC.

This assignment is part of the CITES Secretariat’s work and role as the Chair of the ICCWC. The role will require cooperation and collaboration with relevant units of the CITES Secretariat and active coordination and liaison with ICCWC partner agencies in support of the implementation of activities. The consultant will support the work of the ICCWC Senior Experts Group (SEG) and Technical Experts Group (TEG), under the overall guidance of the Chief of the Enforcement Unit (ENF).

Qualifications/special skills

Academic Qualifications:

Advanced university degree (Master’s degree or equivalent) in criminal law, criminology, international criminology, environmental or wildlife law, law enforcement or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

Minimum two (2) years progressively responsible experience in criminal law, law enforcement, International criminology, environmental or wildlife law or any related field is required. Good knowledge and understanding of CITES, ICCWC and wildlife law enforcement. Knowledge of initiatives and activities of ICCWC partner agencies would be an advantage. Good knowledge and understanding of wildlife crime challenges at the national and international level. Customs or police experience would be an advantage. Knowledge of and experience in combating transnational crime. Specific experience in addressing wildlife crime would be an advantage.


Fluent (oral, reading, writing) in English. Fluency in French or Spanish and other UN languages would be an advantage
