Result of Service

Under the overall supervision of the Information Systems Officer, the direct guidance of the Associate Information Systems Officer, and in close collaboration with the IT team of the Secretariat, the Consultant will provide the needed expertise to re-design the Bioland Tool and undertake improvement of several related web applications.

Expected deliverables include:
- Upgraded/improved user interfaces of the Bioland Tool and related web applications (through creating new wireframes, storyboards and prototypes to propose improvements for implementation).
- New user interface components of the Bioland Tool and related web applications (web templates, style sheets, scripts, images, Vue-based widgets for the search and display of records)
- Language options to the nodejs configure/management command line interface.
- Variables to the Bioland theme to allow interface customization.
- Reports on the support services provided to parties with their National CHM.
- Integration of DaRT into the Bioland Tool.
- Time estimates and reports on status of progress on deliverables in Jira.

Duties and Responsibilities

Organizational setting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. Its main tasks are to arrange for and service meetings of the Conference of the Parties, including preparation of pertinent documentation, operation of the central node of the clearing-house mechanism, liaison and coordination with other international bodies and processes and, in close collaboration with these partners, the provision of technical support for the effective implementation of the Convention.

Duties and responsibilities

The consultant will work under the overall supervision of the Information Systems Officer, the direct guidance of the Associate Information Systems Officer, and in close collaboration with the IT team of the Secretariat.

The consultant will focus on the following tasks:

A. Bioland Tool:
1. Add language options to the nodejs configure/management cli.
2. Add variables to Bioland theme to allow interface customization.
3. Service parties with their National CHM.
4. Assist in testing and CI.
5. Create Vue based widgets for the search and display records from any. SCBD data that can be used in Drupal or any website.
6. Integrate DaRT into the Bioland Tool.

B. Develop features or maintenance related work for SCBD portals as required.

C. Any other development as required.

Skills: Solid understanding of the concepts of user experience (UX), user interface design principles and conceptual design are required. Knowledge of industry-standard design tools such as Adobe CC is desired. Eye for design and attention to details are desired.

Academic Qualifications: University degree in Computer Science, Information Communication Technology, Engineering or related fields is required.

Experience: A minimum of 5 years working experience in the field of software development and web development is required. Experience in the design and development of web applications, and technical implementation of user interfaces in a web-based environment, demonstrated by a portfolio of examples (Git repositories) of their achievements, is required. Expert knowledge in HTML, CSS and JavaScript is required. Expert knowledge of Bootstrap, jQuery and one of the following AngularJS or Vue or React, is required. Experience working with graphic design or Drupal Content Management System (8 or 9) is desirable.

Languages: English and French are the working languages of the United Nations Secretariat. For the position, fluency in oral and written English is required. Knowledge of other United Nations languages is desirable.
