Org. Setting and Reporting

This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The National Programme Officer reports to the Head of Office.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism was established for implementing key initiatives under the Inter-Parliamentary Union Programme (IPU-UN) on the Role of Parliaments in Addressing Terrorism and Violent Extremism Conducive to Terrorism. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and support to effective functioning of the Global Parliamentary Network and the coordination platform for regional parliamentary assemblies on countering terrorism and preventing violent extremism. The programme fosters a “whole-of-society” approach and is implemented by the United Nations Office of Counter-Terrorism, in partnership with the Inter-Parliamentary Union (IPU) and the United Nations Office on Drugs and Crime (UNODC) and in close cooperation with regional parliamentary organizations.

Responsibilities

Within delegated authority, the National Programme Officer will be responsible for the following duties:

•Participates in the development, implementation and evaluation of assigned technical assistance and capacity building programmes that mainstream Counter-Terrorism and Prevention of Violent Extremism policies, strategies and recommendations within parliamentary functions.; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments on core parliamentary functions as related to counter-terrorism and prevention of violent-extremism and assesses the needs of parliaments for technical assistance, in collaboration with the stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan that parliamentarians will use to manage the change.
•Support the development of counter-terrorism model legislation, policies and parliaments-led strategies and monitor the enactment of new legislation worldwide.
•Researches, analyzes and presents information gathered from diverse sources and identifies gaps, generate ideas and propose practical actions to help parliaments more actively engage in Counter-Terrorism and Prevention of Violent Extremism work.
•Assists in policy development and in formulating Counter-Terrorism policies, strategies and recommendations, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications and multimedia resources.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, and an liaises closely with the parliamentary networks.
•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

• Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in managing technical assistance and capacity-building programmes on preventing and countering terrorism is required.
Experience in providing legislative advice on counter-terrorism to Member States is desirable.

Languages

Fluency in English (both oral and written) is required; knowledge of Arabic is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Recruitment in the General Service and National Professional Officer categories shall be made in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country, and shall comply with any host country agreement in effect.
