Under the supervision of the Chief of the GPWLFC and technical guidance of the UNODC-FAO Task Force, the consultant will perform the following specific tasks:
1) Conduct research of crimes in the fisheries sector from a legislative perspective;
2) Draft the Legislative Guide, including relevant sample provisions and guidance for States on how to review, amend or draft relevant national legislation, in line with the requirements of UNTOC and taking into account the desirability of pursuing a participatory and multidisciplinary approach to the review and development of legislation, as well as other considerations related to the fisheries sector and relevant regulatory frameworks;
3) Review and finalize the Legislative Guide incorporating comments provided by UNODC-FAO Task Force and experts who will attend the EGM.

The purpose of the assignment is to develop a Legislative Guide on combatting crimes in the fisheries sector (Legislative Guide), in close coordination with CSS/OCB, in partnership with UN Food and Agriculture Organization (FAO) as well as in consultation with other UNODC offices and departments and other relevant organizations.
This output is part of a larger effort to streamline the operational implementation of UNTOC to prevent and combat crimes that affect the environment in their various forms and manifestations. The consultant will work in coordination with a junior consultant hired to undertake relevant research into legislation and case law on waste trafficking, illegal mining, crimes in the fisheries sector and timber trafficking. As required or directed, the consultant will also consult and be guided by a joint UNODC-FAO Task Force established for the development of the Legislative Guide.
Academic Qualifications: An advanced university degree (master’s degree or equivalent) in international law, criminal law or related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: • A minimum of 7 years of progressively responsible experience in legal research, preferably in the area of crime prevention and criminal justice, including on crimes that affect the environment and/or crimes in the fisheries sector, is required;
• Knowledge of organized crime is required;
• Knowledge of the United Nations Convention against Transnational Organized Crime is desirable;
• Experience in undertaking legal analyses and drafting legislations and other legal instruments is desirable;
• Experience working for the United Nations or other international organizations is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations official language, is an advantage.
