Org. Setting and Reporting

This position is located within the United Nations Mission in South Sudan (UNMISS). The Political Affairs Officer will be based in Aweil. Aweil is classified as an "E" hardship duty station and a non-family duty station. The incumbent reports to the Head of Field Office (HOFO).

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

Political Analysis and Advice
-Identify, analyze and monitor political developments, trends and emerging issues in the country or region assigned, according to UNMISS's mandate, including monitoring and analyzing the progress related to peace and reconciliation.
-Assess implications and make recommendations to HOFO on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives in the AOR.

Reporting and Information Management
-Prepare summary and analytical reports including, but not limited to, situation reports, monthly reports, briefing notes, options papers, contribute to code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies.
-Prepare contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its accessibility and utility.
-Identify and report early warning issues to JOC/JMAC
-Maintain oversight and consistency of data entry into SAGE at field level

Planning, Coordination and Facilitation
-Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, CTSAMM, Government representatives, civil society actors, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters.
-Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives; Monitor, evaluate and report on implementation of UNMISS’ mandate.
-Responsible for operational and strategic planning of the FO daily, weekly and monthly patrols (SDP, DAP and LDP/SFRs) including mapping and designation of hotspots, tracking and reporting.
-Support preparations for official meetings, events and visits, including through drafting talking points and background papers; Participate in fact-finding –and other missions; Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.
-Manage and serve as the repository of the Field Office Crisis Management Team and support the HOFO responding to contingencies, providing integrated information and updates to JOC/JMAC during crisis. Responsible for the development of crisis response plans, coordination of responses and support to the HOFO from the crisis management center.
-On behalf of the Head of Field Office, conduct FTX, TTX and AAR as part of contingency planning and field preparedness.
-Coordinate the preparation and launch of integrated patrols


Management/Administration
- Contribute to the formulation and implementation of the unit’s programme of work.
- Support planning and budgetary processes for current and future field operations as required, including management of Local Peace Initiatives and other extra-budgetary activities.
- Serve as the team leader of the Field Integrated Operations Centre
Support the planning and implementation of HOFO’s outreach programmatic funds with other substantive sections.

-Perform other related duties as required.

Education

Advanced university degree (Master's degree or equivalent degree) in political science, human rights, international relations, social sciences, law, public administration, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.
Experience in political outreach, facilitation, analysis, advice and reporting is required.
Experience working with conflict mapping and analysis or post-conflict setting is desirable.
Experience in working in local conflict-resolution and mediation is desirable.

Languages

English and French are the working languages of the United Nations. For this position advertised, fluency in English is required.

Assessment
